Main Purpose:
- In collaboration with the Project Coordinator and the Logistics Coordinator, planning, elaborating and reviewing the annual budget
for the Watsan activities in order to identify and give a response to the needs of the mission and the targeted population.
- Monitoring on a day-to-day basis the implementation of the Watsan activities in the project ensuring compliance of MSF standards,
protocols and procedures, and reporting to the Project Coordinator on the development of the ongoing programmes including the
following:
- Designing, implementing and managing all Watsan interventions in the project. (including, but not limited to: water
supply, excreta disposal, waste management, hygiene, and infection control.
- Conducting routine Watsan assessments in collaboration with project medical teams to identify Watsan needs at
project level, and making recommendations for response activities to the line manager (e.g. Project/Field
Coordinator, Watsan Coordinator/Referent/Focal Point). Ensuring the Watsan contribution to the development and
planning of emergency response strategies and resources, in collaboration with the medical and logistical teams.
- Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and
equipment through planning, organizing and overseeing the inventory of the Watsan stock
- In collaboration with the Project Coordinator, Logistics Coordinator and the HR Coordinator, participating in the planning and
implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential,
development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of
knowledge required to correctly perform all logistics activities pertaining to his area
- Providing technical support to the medical team in identifying possible "risk factors" (e.g. behavioral practices, environmental
sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of
Watsan activities in the medical intervention offering project proposals and work plans.
- Ensuring proper collection and monitoring of Watsan data. Ensuring multidisciplinary data availability. Providing analysis of data
and regular reporting of results (as requested by line management).
Section/Context Specific Accountabilities:
- Lead WASH interventions in response to historical and potential disease outbreaks by ensuring robust water and sanitation
measures (both hardware and software components) are in place across all healthcare delivery points.
- Ensure continuous access to safe, sufficient, and reliable water supply (hardware and software components) in supported health
facilities, including Mudug Galkayo North/South Regional Hospital and Guriel Isterlin Hospital, as well as in target communities.
- Monitor water quality through regular chlorination, physicochemical and bacteriological testing, and ensure proper management
of storage and distribution system, oversee borehole operations, hand-dug well rehabilitation, pumping systems , and water
treatment systems (e.g., Reverse Osmosis) in supported health facilities and emergency settings.
- Implement energy efficiency initiatives (Water) in line with the compound’s solar power advancements, and advocate for similar
measures in healthcare facilities to reduce CO2 emissions and fuel dependency.
- Design, implement, and maintain sanitation infrastructure (latrines, showers, laundry areas, soak-away pits, drainage systems, and
wastewater management), ensuring that facilities comply with public health standards, MSF procedures, and environnemental
requirements.
- Ensure the availability and proper use of handwashing facilities, sanitation materials, and disinfection points in all health facilities
and MSF primises.
EXTERNAL VACANCY
- Collaborate closely with medical teams and IPC supervisors to identify gaps and implement practical, context-adapted WASH
solutions in critical areas (e.g., isolation wards, maternity units, and sterilization services), contributing to the strengthening of
Infection Prevention and Control (IPC) measures.
- Promote good hygiene practices among patients, caregivers, and communities through awareness and behavior change
activities.
- Lead healthcare waste management systems in all supported health facilities, ensuring proper segregation, safe handling,
treatment, and disposal of medical waste in line with WHO standards, while strengthening infection
- Ensure all supported health facilities have functional and compliant waste zones that meet minimum WASH/IPC standards.
- Lead the planning, design, construction, and rehabilitation of waste management infrastructure (incinerators, sharps pits, placenta
pits, ash pits, and storage areas), including review and validation of BoQs and technical specifications.
- Ensure waste management practices do not pose risks to : Community members & Environment (soil, water, air) and promote use
of personal protective Equipment (PPE) for waste handlers and Conduct waste Management training.
- Supervise disposal of expired drugs, ensuring proper segregation, secure storage, and environmentally final disposal in line with
the Mission SOPs and national standards.
- Lead the planning and implementation of vector control activities, with a focus on biannual Indoor Residual Spraying (IRS), ensuring
safe, effective and compliant implementation in line with MSF protocols, mosquitos bed nets in all supported health facilities and
Expat houses, environmental sanitation and integrated WatSan approaches to reduce vector breeding and prevent vector-borne
diseases.
- Coach, mentor, and train WATSAN supervisors and technicians staff on all essential WATSAN requirements in healthcare facility
settings.
- Lead and support rapid WATSAN assessments and interventions in emergencies (outbreaks, displacement, and drought)
and ensure immediate provision of safe water, sanitation, and hygiene services in crisis-affected areas, Adapt WATSAN
strategies to insecure, remote, and rapidly changing contexts and contribute to emergency preparedness, contingency
planning, and rapid response mechanisms.
Coordination
- Ensure effective coordination with medical, logistics, HR, finance, and operations teams to support integrated program delivery
- Liaise with local authorities, community leaders, and relevant partners to ensure alignment with local priorities and acceptance of
WATSAN activities
- Actively participate in WASH Cluster meetings and inter-agency coordination platforms to promote information sharing,
harmonization of approaches, and resource optimization
- Coordinate closely with contractors and suppliers to ensure quality and timely implementation of WASH infrastructure
- Ensure accurate data collection, monitoring, and reporting of WATSAN indicators (DHIS2, LRS), and contribute to MMRs, SitReps,
and project reports through regular supervision, audits, and technical recommendations.
Other Tasks
- Monitor progress of the assigned interventions' indicators against programmatic and budgetary targets and ensure the targets
and objectives are achieved on time and in line with the project’s AP documentation.
- Support ownership of local communities and development of exit strategies and handover to individuals and communities.
- Actively promote Prevention from Sexual Exploitation and Abuse (PSEA) standards within Johanniter and amongst its beneficiaries.
