Background Hagaag Academy for leadership and development is a local, trusted Somali consultancy, research, training and educational institution recognized for delivering rigorous, results-driven advisory services that strengthen institutions and improve development outcomes. Over the years, we have built a reputation for combining technical excellence with contextual understanding, enabling public institutions, NGOs, and development partners to translate strategy into measurable impact. We are seeking the following specialists: 1. Team Leader / Education Specialist Organization: Hagaag Academy for leadership and DevelopmentDuty Station: Somalia (with travel to FMS & Banadir)Duration: 5 Months( with possible extension depending on funding)Application Deadline: 25 February, 2026 at 4:00 PM Mogadishu Time Key Responsibilities include, but not limited to, the following: • Provide overall leadership and coordination of the consultancy. • Oversee both phases: national mapping and educational readiness assessment. • Ensure methodological rigor (quantitative and qualitative). • Lead engagement with, FMS Ministries, and preferably World Bank task teams. • Supervise technical experts (GIS, research, community engagement). • Ensure quality assurance of tools, data, analysis, and reporting. • Lead preparation of inception report, draft and final reports, and validation workshop. Required Qualifications • Master’s degree in Education, Education Policy, or related field. • Minimum 10 years’ experience in education systems assessment or reform. • Proven experience working with Islamic/traditional schools is strongly preferred. • Mandatory: Demonstrated leadership role in at least one World Bank–funded large-scale education project in Somalia. • Strong experience in managing multi-regional field teams. • Excellent report writing and stakeholder engagement skills.
