Job Description Horn of Africa Center for Peace (HACP) Terms of Reference (TOR) Position: TVET specialist Project: Somalia Empowering Women through Education and Skills – “Rajo Kaaba” Implementing Organization: Horn of Africa Center for Peace (HACP) Funding Partner: Federal Government of Somalia – Ministry of Education, Culture and Higher Education (World Bank Funds) Duty Stations: Galmdug state of Somalia Position Overview: Horn of Africa Center for Peace (HACP) is seeking experienced TVET specialist Experts for the “Rajo Kaaba” Project. The project aims to empower women and youth in Somalia through education, skills development, and protection services. The Curriculum Development Experts will be based in Galmudug state respectively. Key Responsibilities · Lead the design, implementation, and monitoring of technical and vocational education and training (TVET) activities under the project in the assigned duty station.Somali cuisine and recipes Develop and strengthen workforce development programs that respond to local economic needs, with a strong focus on women’s and youth skills development. Support the development and rollout of effective capacity-strengthening models for training institutions, trainers, and beneficiaries. Coordinate with government counterparts, donors, private sector actors, and community-based institutions to ensure TVET programs align with local labor market demands. Provide technical guidance and mentorship to project staff, partners, and stakeholders on TVET best practices and approaches. Oversee quality assurance, curriculum development, and the integration of relevant, market-driven skills into training programs.Somali cuisine and recipes Contribute to the preparation of timely progress reports, success stories, and knowledge products. Qualifications & Requirements Required Qualifications and Experience: Advanced degree in Engineering, Education, Economics, or a related field. Minimum of 10 years of progressive professional experience in technical and vocational education strengthening, workforce development, women’s skills development, and youth empowerment, preferably in Somalia or comparable contexts.Somali cuisine and recipes Proven experience developing and implementing capacity-building models and approaches for organizations and individuals. Strong knowledge and understanding of the economic, social, and educational contexts of women and youth in Somalia. Demonstrated ability to build and maintain collaborative relationships with government ministries, donors, the private sector, and local communities. Excellent leadership, team management, and conflict resolution skills. Strong verbal and written communication skills in both English and Somali. Remuneration and Benefits: HACP offers a competitive salary and benefits package commensurate with experience and qualifications.
