Job Description Job description TERMS OF REFERENCE (TOR) Position: TVET Specialist (2 Positions) Project: Somalia Empowering Women through Education and Skills – “Rajo Kaaba” Implementing Organization: WARDI Relief and Development Initiative Funding Partner: Federal Government of Somalia – Ministry of Education, Culture and Higher Education (World Bank Funds) Duty Stations: Benadir Region and Hirshabelle State, Somalia Position Overview: WARDI Relief and Development Initiative is seeking highly qualified TVET Specialists for the “Rajo Kaaba” Project. This project aims to empower women and youth in Somalia through education, skills development, and sustainable livelihood opportunities. The TVET Specialists will be based in Benadir Region and Hirshabelle State, respectively. Key Responsibilities: · Lead the design, implementation, and monitoring of technical and vocational education and training (TVET) activities under the project in the assigned duty station. · Develop and strengthen workforce development programs that respond to local economic needs, with a strong focus on women’s and youth skills development. · Support the development and rollout of effective capacity-strengthening models for training institutions, trainers, and beneficiaries. · Coordinate with government counterparts, donors, private sector actors, and community-based institutions to ensure TVET programs align with local labor market demands. · Provide technical guidance and mentorship to project staff, partners, and stakeholders on TVET best practices and approaches. · Oversee quality assurance, curriculum development, and the integration of relevant, market-driven skills into training programs. · Contribute to the preparation of timely progress reports, success stories, and knowledge products. Qualifications & Requirements Skills and qualifications Required Qualifications and Experience: · Advanced degree in Engineering, Education, Economics, or a related field. · Minimum of 10 years of progressive professional experience in technical and vocational education strengthening, workforce development, women’s skills development, and youth empowerment, preferably in Somalia or comparable contexts. · Proven experience developing and implementing capacity-building models and approaches for organizations and individuals. · Strong knowledge and understanding of the economic, social, and educational contexts of women and youth in Somalia. · Demonstrated ability to build and maintain collaborative relationships with government ministries, donors, the private sector, and local communities. · Excellent leadership, team management, and conflict resolution skills. · Strong verbal and written communication skills in both English and Somali. Remuneration and Benefits: WARDI offers a competitive salary and benefits package commensurate with experience and qualifications.
