Job Description

1. Background Horizont3000 is an Austrian NGO engaged in development cooperation. With the mandate of its member organizations within the Catholic development sector and Austrian development cooperation, horizont3000 specializes in project monitoring, implementation, and provision of long-term advisors in developing countries. The East Africa Regional Office, based in Kampala, oversees projects in Uganda, Kenya, and Tanzania aimed at securing livelihoods, strengthening civil society, and sharing knowledge with partner organizations. Horizont3000 implements two main framework programs in East Africa; Co-Finance Programme – Provides project grants to partner organizations. Advisory Programme – Deploys long-term capacity development advisors to partners. Each year, horizont3000 East Africa receives new advisors from Europe who support local partner organizations across different sectors. As part of their onboarding, in-country training sessions are organized in Uganda to equip advisors with essential contextual knowledge and skills for effective collaboration with local partners. A key component of the training focuses on Organizational Development (OD) and Change Management , helping advisors navigate the evolving challenges in the Ugandan NGO sector and understand leadership and management styles of local organizational leaders. 2. Objectives of the Training By the end of the training, participants will be able to; Demonstrate a clear understanding of core principles, frameworks, and tools of Organizational Development and Change Management. Analyze organizational structures, processes, and culture of partner Organizations to identify areas for sustainable improvement. Apply practical strategies to navigate different leadership and management styles in local organizations. Design and implement change initiatives in partner organizations while considering stakeholder engagement and organizational readiness. Identify potential sources of resistance to change and develop strategies to address them effectively. Reflect on their role as advisors in promoting organizational growth, institutional resilience, and continuous learning within partner organizations. 3. Scope and Methodology Participants; 6 Technical Advisors. Methodology; Highly interactive and participative methods such as role plays, group discussions, case studies, and practical exercises. The trainer will customize content, bring relevant resources, and provide real-life examples from Uganda, East Africa, or similar contexts. Training will encourage reflection, consensus-building, and collaborative learning. 4. Deliverables and Timeline Training Proposal – Draft: 1–2 pages outlining content and methodology, plus trainer CV, submitted by 1st September 2025 to [email protected] . as part of the application Training Proposal – Final: Incorporating feedback from horizont3000, submitted by 15th September 2025 . Delivery of Training: 1st October 2025, 9:00–17:00 hrs, including 30-minute tea/coffee breaks at 10:30 and 15:00 hrs, and a one-hour lunch break from 13:00–14:00 hrs. Short Training Report: Summarizing outcomes, participant feedback, and including handouts. 5. Budget The total budget for the training is UGX 2,000,000 , which should cover the following: Trainer Fee: Preparation, delivery, and reporting. Local Taxes: Inclusive of applicable taxes Ground transport : Cater for your transport to the venue 6. Profile of the Trainer Background in organizational psychology, development studies, human resources, or related fields. Proven experience in training delivery on organizational development and change management. At least 5 years of relevant professional experience, preferably in development cooperation and working with local, regional, and international NGOs. Knowledge of the Ugandan and East African organizational context is a strong advantage. Preferably an East African citizen. Based in Uganda. Excellent facilitation, interpersonal, and communication skills. Ability to engage a diverse, international audience. Very good knowledge of English.
