Background The Somali Development and Reconstruction Bank (SDRB) is a national financial institution mandated to support Somalia’s economic recovery and inclusive private sector development. As part of its efforts to enhance access to finance, develop viable investment pipelines, and attract capital into productive sectors, SDRB is launching a technical assistance assignment to analyze value chains and structure sectoral investment opportunities. This assignment will deliver integrated sectoral investment strategies—covering agriculture, livestock, fisheries, and energy. This includes tailored investment promotion approaches specific to each sector. These strategies will help identify barriers and opportunities for growth, facilitate investor targeting and engagement, and lay the groundwork for inclusive, sustainable investments aligned with national development priorities. A key objective of this initiative is to ensure that investment promotion efforts are gender-responsive and inclusive of marginalized groups and vulnerable populations. This aligns with SDRB’s broader commitment to supporting equitable economic participation and empowering underserved communities, including women and youth. Objective of the Assignment The objective is to: · Conduct a comprehensive value chain analysis across selected productive sectors. · Assess market and regulatory frameworks that influence investment viability. · Engage stakeholders to validate findings and identify high-potential opportunities. · Develop sector-specific investment strategies for agriculture, livestock, fisheries, and energy sectors. o Each strategy will include a tailored investment promotion strategy, identifying approaches to attract and retain investments in that sector. o Ensure all strategies are gender-responsive and inclusive, addressing the specific needs and priorities of women, marginalized groups, and vulnerable populations. o Strengthen the capacity of SDRB staff to implement the strategies and engage effectively with potential investors. 3. Scope of Work The selected firm will: • Conduct a desk review of relevant reports, value chain studies, and policy documents related to the agriculture, livestock, fisheries, and energy sectors in Somalia. Government job vacancies • Carry out a market and regulatory assessment to identify trade opportunities, competitiveness gaps, and policy constraints affecting investment viability. • Organize inclusive stakeholder consultations (including women-led businesses and marginalized groups) to ground the analysis in real market conditions and priorities. • For each priority sector, develop a sectoral investment strategy that includes: • Market outlook and production potential. • Investment constraints and enabling conditions. • Priority investment opportunities and scalability. • Sector-specific investment promotion approaches, including targeting strategies, investor facilitation measures, and gender-inclusive incentives. • Design and deliver capacity-building sessions for SDRB staff on strategy implementation and inclusive investment promotion. 4. Expected Deliverables The firm is expected to deliver the following within six (6) months: • Sectoral Investment and Investment Promotion Strategy Reports : One for each sector (agriculture, livestock, fisheries, energy), including embedded investment promotion components tailored to the dynamics and opportunities within that sector. • Stakeholder Consultation Summary : Documentation of key inputs from public and private sector actors, including women-led businesses and marginalized communities. • Capacity Building Outputs : Delivery of at least two tailored training sessions or workshops for SDRB staff on implementing the sectoral investment and promotion strategies. • Investment Pipeline : A structured and prioritized list of viable investment opportunities by sector. 5. Duration and Timeline The assignment is expected to be completed within six months after contracting. Qualifications & Requirements 6. Qualifications of the Consultancy Firm The firm should meet the following criteria: Proven experience in agricultural and productive sector development, particularly in fragile or developing contexts. Demonstrated expertise in value chain analysis, market systems development, and investment facilitation. A multidisciplinary team with at least: Agronomist / Value Chain Expert Market Systems Analyst Energy Sector Expert (renewable energy for agri-food systems) Experience working with governments, development banks, and donor agencies. Excellent written and spoken English. Knowledge of the Somali context is an advantage. 7.
