Background
horizont3000 is implementing Policy Dialogue East Africa project with support from Austrian Development Agency (ADA) targeting 15 partner organisations in Uganda, Kenya and Tanzania. The project goal is to enhance civil society organisationsâ (CSOsâ) Effectiveness in Policy Dialogue and in the long term realize inclusive, responsive, representative and effective policies that reflect the aspirations and will of the community affected by a particular policy problem across levels. This project has made significant contributions for the past 4 years by capacitating partner organisations to effectively engage in Policy Dialogue.
Under the Policy Dialogue East Africa project; horizont3000has initiated an exercise to produce video documentaries to capitalize and document all the positive or negative experiences that can be accessible to all the partner organisations interested in improving their policy dialogue actions.
Purpose of the video documentary
The main purpose of this consultancy is to produce high quality video documentary that captures;
- Best practices focusing on policy dialogue and policy dialogue institutionalisation where policy dialogue is owned and spearheaded by the leadership of the organisation and sufficient resources allocated toward its effective implementation.
- Positive or negative experiences as a result of embracing policy dialogue approach
Specific objectives of the video documentary
- To demonstrate the effectiveness of policy dialogue approach in enabling partner organisations to influence policy decisions together with the affected communities and complement the work being done by the government at local, regional of national levels.
- To inspire and motivate PD practitioners to strive toward PD institutionalisation where policy dialogue is owned and spearheaded by the leadership of the organisation and sufficient resources allocated toward its effective implementation.
Scope of work
The successful consultant will be required to undertake the following specific tasks broken down into 4 phases;
Phase 1: Preparatory stage
- Review at least 5 stories of change submitted by PD project partners between 2023-2026
- Develop a detailed story board/script and the work plan for the assignment
- Participation in inception and planning meetings organised by horizont3000
- Review / familiarise with horizont3000 approach to storytelling /story of change
Phase 2: Video shooting/interview session stage
- Be available in person and conduct the interviews which will take place concurrently with the regional sharing event planned for August 2026 in Dares-salaam-Tanzania on 11th and 12th August 2026.
- Produce high quality photos taken during the interviews at the sharing event.
Phase 3: Video editing stage
- Edit the video with compelling and attractive narratives
- Ensure consistent flow with compelling stories of change
- Adding voice over narration where applicable
- Adding background music where applicable
- Add subtitle to ensure access by non-native language speakers and persons with disabilities
- Respecting the Do No harm principles for respondents and participants
- Submitting draft video of not more than 5 minutes to horizont3000 for review and feedback (At least 2 to 3 feedback loops depending on the quality of the draft versions submitted).
Phase 4: Final production and output stage
- a maximum of 5 minutes and 3 inspirational short videos for reels depicting the PD best practices and positive or negative experiences.
- at least 1 main written story and 3 written short stories providing compelling summary/narrative of the main video and the short videos of the reels to be uploaded with each video produced on YouTube/LinkedIn platforms (Note any written story must not exceed 1 page). All stories (including videos and photos) will be made available on a designated page on the h3 website as well as YouTube and social media channels.
Expected Deliverables
The consultant is expected to deliver the following:
- 1-3 success stories (written with accompanying photos).
- At least 4 video clips (3â5 minutes each) showcasing project achievements and stakeholder testimonials.
- All raw and edited content (photos, videos, and reports) submitted in digital formats.
Target audience/consumers for the documentary
The main target audience for the final documentary will be the Policy Dialogue East Africa partner organisations, member organisations of horizont3000 and ADA as funding partners and any other interested public or civil society organisations who want to get a feeling of how policy dialogue is being integrated in projects and programmes across East Africa.
Timeline
The assignment will commence on 20th July ,2026 and end on 20th September 2026 with the following key milestones:
- July 20th, 2026: Inception meeting, work plan development, and review of project documents.
- August 11, 2026 â August 12, 2026: Interviews with participants in Dares salaam-Tanzania.
- August 15th â September 15th, 2026: Development of success stories, video clips, and lessons-learned report.
- September 15th, 2026âSeptember 20th, 2026: Review, revisions, and submission of final deliverables.
Budget
Interested consultant(s) are invited to submit technical proposal demonstrating their understanding and delivery of the assignment and financial proposal that includes their fees, taxes, and any other relevant expenses associated with the consultancy. The total budget for this consultancy should not $2100 (Two thousand one hundred United States Dollars only) inclusive of all taxes.
Required Qualifications
The consultant should meet the following qualifications:
- Proven expertise in documentation and storytelling, particularly in capturing success stories and lessons learned for development projects.
- Proficiency in photography and videography, including editing and production of professional-quality documentaries. If the consultant is working with a team, the one of the team members should be an expert photographer.
- Strong writing skills with the ability to produce clear, engaging, and visually appealing reports.
- Experience working with NGOs or in the development sector, particularly in East Africa.
- Familiarity with policy dialogue and related themes is an added advantage.
- Excellent communication and interpersonal skills for conducting interviews and engaging with diverse stakeholders.

- Relevant experience and references (20%)
