Overview
CARE International in Somalia/Somaliland and CARE Denmark, with support from DANIDA, are implementing the SPA II Extension under the Community-Led Innovative Solutions for Building Resilience (COLISBR) programme. The extension focuses on accelerating new financing models for climate adaptation, with the SAMIR Fund as a key investment-readiness solution.
The SAMIR Fund (Sanaag Agriculture, Markets and Innovation for Resilience Fund) is a dedicated, community-anchored blended finance mechanism designed to address structural financing barriers faced by marginalized and climate-vulnerable communities in Somaliland, particularly in Sanaag Region. It builds on CARE's earlier revolving loan fund pilot and applies a blended finance approach that combines grants, revolving loans, credit guarantees and other de-risking instruments to improve access to climate-smart agricultural technologies and enterprise finance.
The Fund targets groups that are often excluded from formal finance, including smallholder farmers, agro-pastoral households, internally displaced persons, women, youth, pastoralists who have lost productive assets, VSLAs, farmer cooperatives, producer groups and emerging rural or peri-urban enterprises. It is expected to support adoption of technologies such as drip irrigation, solar-powered water systems, drought-resilient inputs, small-scale processing equipment and other productive investments that contribute to climate adaptation, income diversification, food security and reduced pressure over scarce natural resources.
As the SAMIR Fund moves from pilot and pre-scaling into a more structured investment-readiness phase, CARE requires a practical, reliable and regularly updated dashboard that can track fund capitalization, loan uptake, repayment performance, portfolio risk, beneficiary reach, inclusion outcomes and investment-readiness indicators. The dashboard should not be a one-off visualization product; it should be a simple management and decision-support system that can be maintained by MEAL, programme and finance staff after handover.
