The position of TERMS OF REFERENCE For a technical consultant to develop Health Financing Policy for Galmudug state. at Save The Childrens International in Galmudug State Of Somalia is now open for applications. INVITATION TO BID FOR CONSULTANCYSave the Children International (SCI) Somalia program hereby invites interested consultants tobid for the consultancy assignment detailed below1 Title of Consultancy TERMS OF REFERENCE: For a technical consultant to developHealth Financing Policy for Galmudug state.2 SCI Contracting Office Save the Children Somalia3 Period of Consultancy The Assignment will be 60 days including travels4 Consultant typerequiredIndividual consultant or a Firm.5 Responsibility forLogisticsarrangements andCostsSave the Children will pay the consultant fee in a lump sum and willnot reimburse any incurred costs during the assignment. Theconsultant will cover their own Logistical arrangements and costs;including food, accommodation and local transport and all costsassociated in conducting consultations with key stakeholders (MoH,community leaders, health facility staff) to gather insights on costrecovery6 Taxation Provisions Consultant shall be responsible for all Taxes arising from theconsultancy in line with the local Tax regulations applicable at the SCIcontracting office named above.7 Travel requirements The consultant will cover his/hers travel costs (tickets) and arrangelocal travel to field sites and accommodation.8 Security requirements the consultant will comply with the standard of Save the ChildrenSecurity procedures, including the completion of SCI online securitytraining prior to travel to Somalia. === Skills & Qualifications === Qualification andExperienceMinimum Requirements for the Consultant/Firm• Qualifications & Expertise: Advanced degree in Public Health,Health Economics, Health Policy and Health financing, or relatedfield.• Proven experience in policy formulation and health financing.• Strong knowledge of Galmudug health system and EPHSframework.• Expertise in gender equity, community engagement, andparticipatory approaches.• Recent Relevant Work: A verifiable track record of previouspolicy development in the past two years, including references orevidence of completed assignments.• Registration & Access: Consulting firms must be officiallyregistered by Federal Government of Somalia, and the Consultantmust have secure and reliable access to Dhusamareb GalmudugState of Somalia.• Language & Communication Skills: Fluency in written and spokenEnglish, with proven ability to produce clear, high-quality reportsand conduct rigorous data analysis.• Methodological Competence: Demonstrated expertise in healthfinancing approaches/models and policy development, includingdesign, data collection, and analytical approaches relevant to thescope of work. --- About Galmudug State Of Somalia --- Somalia is located in the Horn of Africa and has a growing job market, particularly in the humanitarian, development, and private sectors.
