1. INTRODUCTION AND BACKGROUND

Qatar Red Crescent Society (QRCS) is a humanitarian organization that strives to assist and empower communities in need, regardless of their place or origin, color, or ethnic group. QRCS, established in 1978 operates both locally and internationally and has ongoing relief and development projects in several countries. It specializes and provides training in International Humanitarian Law, Disaster Management and Emergency Medical Care and its current strategy covers four areas of work: Disaster Preparedness and Response, Health and Care, Social Rehabilitation and Preserving Human Dignity, and Self Capacity-Building. As a member of the International Movement of Red Cross and Red Crescent, it abides by the seven fundamental principles of humanitarian work, which are: Humanity, Impartiality, Independence, Neutrality, Unity, Universality, and Voluntary Service.

About Qatar Red Crescent Society – Somalia.

In Somalia, Qatar Red Crescent Society has been running intensive relief, resilience and recovery programs since 2006 and works across several sectors including WASH, Health, Food Security, and Livelihoods with integration, wherever feasible.

 

Project Background:

In response to the expected recurrent climatic shocks, QRCS mission in Somalia is undertaking emergency and recovery interventions in the El Nino affected areas of Hirshabelle, Southwest and Jubaland states. To ensure cost-effectiveness and holistically addressing beneficiary needs, QRCS will adopt an integrated Food security, WASH and Health interventions.  The aim is to have a needs-based integrated response to its projects in line with the prevailing emergency needs to encourage greater emphasis on results and strengthening the linkages between inter-sectoral needs and response. To this end, we aim to have more focused interventions that puts the people at the center of the response, thereby avoiding gaps and duplication and ensuring stronger impact on the lives of people. In general, we will promote synergies and prevent duplication of efforts. In situations where our capacity is limited, we will scale up by building partnerships with other NGOs and UN agencies through the existing coordination mechanism. Emergency and recovery response interventions will include immediate access to unconditional and conditional food assistance, mobile health clinics and fixed health facilities, with addition WASH support. To facilitate project sustainability, QRCS is seeking a qualified consultant/firm to undertake a training for 3 fixed health facilities health work for the targeted 3 districts.

 

2.Objective

The purpose of this consultancy is to:

Train 9 health care workers from three selected fixed health facilities under the Ministry of Health per district.

     i. 1 medical doctor.

   ii. 3 nurses.

  iii. 2 midwives.

  iv. 3 Community Health Workers.

In additional, two staff from the Ministry of Health will be part of the team to be trained.

 

3.Scope of the Training.

Conduct 3-days classroom and practical training for 27 health staff (9 per district plus two Ministry of Health staff) on Essential Package for Health Services (EPHS) (2020) targeting both medical and hospital administration per district;

 

4.0: Expected outputs/ deliverables

·Training Materials: Develop or adapt comprehensive training materials, including presentations, handouts, and any other resources needed for effective training delivery.

·Curriculum Outline: Provide a detailed curriculum outline that specifies the topics, and session plans covered during the training.

·Assessment Tools: Develop assessment tools, quizzes, or tests to evaluate the understanding and retention of participants. This may include pre-training and post-training assessments.

·Training Report: Produce a comprehensive training report summarizing the key activities, outcomes, challenges faced, and recommendations for improvement. Include an evaluation of the trainees’ performance. A maximum 35-page draft and final training report (in MS Office and PDF for final), excluding annexes, and in English.

·Adapted Training Sessions to meet the specific needs of the target audiences.

·Administrative Documents: Records of participant attendance (signed attendance sheets) for each day/session.

·Be responsible for implementing the overall training operations as per the established policies and work plans under the supervision of QRCS in Somalia.

·Coordinate with relevant actors such as state-level Ministry of Health and Health Cluster.

Skills and qualifications

: Required qualifications, competencies and skills

The applicant should possess the following;

1. Firms/individuals with qualifications and at least five years of experience in humanitarian capacity strengthening with a bias in Health.

2. A degree in public health, epidemiology, nutrition, or a degree in general medicine. Master’s degree in any health related field would be an added advantage.

3. Minimum of 2-3 years of practical experience in Quality Improvement and health sector capacity building.

4. Experience with emergency health and nutrition response programming including emerging response strategies.

5. Firms/individuals with diverse skills, experience and capabilities of participatory partner engagement in fragile contexts.

6. Ability to integrate different knowledge, experiences, methodologies, and approaches from a diverse range of stakeholders, organizations, and technical teams through adapting facilitation techniques.

7. Capacity to prepare logical, coherent, and consistent technically sound reports with a high excellent writing, editorial and organisational skills.

8.Close attention to detail in all tasks, integrity and professional discretion.

9.Experience in the local Somali language will be an added advantage.

 

The selection method will be based on Quality and Cost as per Qatar Red Crescent Society procurement guidelines for the award of contracts. Qatar Red Crescent Society reserves the right to contact the consultant(s) after reviewing the proposal, in order to propose a negotiation of the terms of the assignment.

 

6.0: Bid requirements

Firms /consultant(s) that meet the requirements should submit an expression of interest (maximum of 10 pages) including on or before 24th November 2024 which should include the following:

1.A suitability statement, including commitment to be available for the entire assignment.

2.A brief statement on the understanding of the terms of reference, proposed training methodology and approach and a detailed work plan.

3.A detailed financial proposal, including logistics (firm and participants’ logistics including MoH staff per diems) cost.

4. Updated resume of key consultant(s) that spells out qualifications and experience.

5. Contacts of 3 organizations that have recently (but preferably in the last 2 years) contracted the firm/consultant(s) to carry out relevant or related work.

6. Registered within the federal laws of Somalia.

How to apply

Mechanism for the Submission of Proposal

·Technical and Financial proposal should be submitted by email to [email protected]   (if not possible to send the proposal split in 2 or 3 emails if the document is too big to send in one email): 

·Deadline for submission of Proposal is 24th November 2024.

· QRCS Somalia will do the initial screening of the proposal.

·After the initial screening, the qualified proposals will be reviewed by QRCS HQ for approval.

·Offerors must submit a work plan, inception report and project completion report. 

·If more than one offeror would like to form a consortium and present a joint proposal, the offerors can present a joint proposal, but they have to clearly indicate which offeror is working in which target district. The offeror must also present one budget indicating one lead organization that will take responsibility at the assessment agreement signing.

9. Criteria for Screening of Proposal

The selection method will be based on Quality and Cost as per Qatar Red Crescent Society procurement guidelines for the award of contracts. Qatar Red Crescent Society reserves the right to contact the Consultant(s) after reviewing the proposal, in order to propose a negotiation of the terms of the assignment.

·Selection will be made by a procurement committee.

·The Committee will examine the Proposals to determine whether they are complete, whether any computational errors have been made, whether the documents have been properly signed and whether the Proposals are generally in order.

·The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR) and technical quality of the proposal.

·Organizational capacity and experience to implement the requested activities.
