General Information Funding Agency ADH Project Ref No: KEN0123 Project Period July 2025- June 2026 Project Sites Turkana West Sub-County ( Letea & Kakuma Wards) Project Partners Johanniter International Assistance and LOKADO Project impact Improved food security and nutrition among households through promotion of sustainable agricultural practices in Turkana County. Project outcomes Outcome 1: Increased adoption of climate-smart agricultural (CSA) practices among schools and kitchen garden groups. Outcome 2: Improved nutrition knowledge and practices among learners and kitchen garden group members. Project target group The project will target 2,500 children comprising ( 200- direct, 2300- indirect) and 120 people directly from the 6 kitchen garden groups each representing a household. The children will include school-going children from the four targeted schools, as well as children from the 120 households participating in the six kitchen garden groups. The target population will be equally distributed between the host and refugee communities, with a 50:50 ratio. For the 120 kitchen garden group members, priority will be given to the women of reproductive age(15 to 49 years) and female headed households as well as women with disability. Background. Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance) is a German non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany (link available here ). Lotus Kenya Action for Development Organization (LOKADO), is a community driven local organization with its headquarters in Kakuma, Turkana County (link available here ). Johanniter International Assistance, in partnership with LOKADO (a local non-governmental organization), will implement a 12-month project (July 2025-June 2026) funded by ADH to contribute towards addressing food insecurity and malnutrition in Turkana West Sub-County. The project aims to scale up the adoption of climate-smart, nutrition-sensitive practices through a school/kitchen garden model, targeting both schools and surrounding communities. The project targets approximately 2,500 children from four schools and 120 households with children under five years. Through the establishment and strengthening of 4K clubs in schools, children will be empowered as change agents to promote climate-smart fruit and vegetable production practices at the household level. Project Goal and Outcomes Project Goal: Improved food security and nutrition among households through promotion of sustainable agricultural practices in Turkana County. Outcome: There is Increased adoption of climate-smart agricultural (CSA) practices among schools and kitchen garden groups. The project expected results will be achieved through the implementation of activities under three interrelated outputs; Output 1.1: 4 schools and 6 kitchen garden groups strengthened on climate-smart agriculture practices. Output 2.1: Strengthened knowledge sharing and advocacy for sustainable agriculture. Output 2.2: Enhanced coordination among stakeholders on climate-smart agriculture and nutrition. Purpose, Objectives and Use of the Baseline Study The Johanniter International Assistance wishes to hire the services of a qualified consultant to carry out a baseline survey that will establish benchmarks against defined project indicators as indicated in Table 1 for tracking project progress and measuring intervention results overtime in line with the project’s logical framework. The consultant will be supervised by Johanniter International Assistance Country Programme Manager. The specific objectives of the Baseline study are: To provide quantifiable information on the status of target group including the households in line with the indicators outlined in the project Log frame. To use information/data to progressively measure project performance against the set targets during and at the end project implementation. To contribute to building up of evidence towards evaluating results/achievements that are attributable to the project To aid in making practical and realistic recommendations that need to be considered/ addressed during the Project implementation phase and where applicable lead to improvement of the Project design, implementation strategies and indicators or set targets. To explore grant opportunities i.e., community needs vs. donor priority. Methodology and Data collection A suitable and detailed methodology in line with the objectives of the study should be provided by the consultant(s) with the inception report. Recommended data collection methods include but not limited to; detailed desk reviews, in-depth interviews, household surveys, focused group discussions with key project stakeholders that will be identified through appropriate sampling methods. The following methodological standards should be adhered to: All data to be collected should be disaggregated by age, gender and ward or any other aspect relevant to the study whenever possible. Ensure that the study is inclusive by ensuring meaningful participation of women, youth, children, and persons with disabilities by deliberately seeking their views and incorporating them in the study report. Data types and methods should be reasonably triangulated; this includes analysing perspectives of different stakeholders. All developed tools must be shared with Johanniter International Assistance for approval before primary data collection commences. All tools must be pre-tested and (if necessary) adapted before data collection begins. Scope of Work The baseline survey will seek to assess the following project indicators:- Table 1: Project Results matrix Results Chain Indicators to be Assessed Goal: Improved food security and nutrition among households through promotion of sustainable agricultural practices in Turkana County % of the targeted households with an acceptable Food Consumption Score (FCS), disaggregated by sex and age. What is the current prevalence of Global Acute Malnutrition (GAM) among children under 5 in the target households/Turkana West Sub-County? Outcome 1: Increased adoption of climate-smart agricultural (CSA) practices among schools and kitchen garden groups. # of targeted learners and kitchen garden group members currently implement at least three CSA practices (e.g., mulching, composting, drip irrigation) at their household level? disaggregated by gender # of schools, learners and kitchen garden members currently implementing water-efficient practices (e.g. drip irrigation, Zai pits, water harvesting) Output 1.1: 4 schools and 6 kitchen garden groups strengthened on climate-smart agriculture practices. # of schools and kitchen garden groups conducting regular CSA activities at least mon disaggregated by gender % of learners, teachers and kitchen garden group members who can correctly recall or demonstrate at least 3 CSA pract disaggregated by gender # of school meals per week per school, which include nutrient-rich crops cultivated from the school gardens (measured to baseline and Endline). Outcome 2: Improved nutrition knowledge and practices among learners and kitchen garden group members. % of households reporting that they consume nutrient-dense foods (green leafy vegetables, orange flesh sweet potatoes > disaggregated by gender. Output 2.1: Strengthened knowledge sharing and advocacy for sustainable agriculture. # of farmers and learners who report previous participation in agriculture-related knowledge-sharing sessions in the past 12 months # of learners & farmers who report to have ever participated in any farmer exchange learning visit # of respondents who have attended public awareness events or farmer field days related to sustainable agriculture or nutrition in the past year Output 2.2: Enhanced coordination among stakeholders on climate-smart agriculture and nutrition. Existence and functionality of sectoral TWGs in the target location(s). # of TWG meetings held in the last 12 months. # of stakeholders who report coordination or collaboration with other actors on climate smart agriculture or nutrition activities. In addition, baseline survey will also be expected to: - Identify and describe opportunities and challenges affecting the targeted farmers and other value chain actors from actively participating across the value chains; with special interest on women and youths. Carrying out a detailed stakeholder analysis in order to understand roles of different actors in the targeted value chain and how that can be enhanced. Establish the current status of existing 4K Club and kitchen garden groups in order to determine their level of operations, strengths and capacity gap that the Project needs to address as well as inform re-formulation of interventions that will strengthen and promote their sustainable growth for increased production and better returns. Analyze how cross cutting issues on the gender & social inclusion, nutrition, climate smart agriculture, environment is/ will affect the project intervention and the target groups especially the marginalized groups (Youths, Women, & PWDs). Management of the Baseline Study The selected consultant(s) will work as freelancer(s) under the overall guidance of the Programme Manager at Johanniter International Assistance and in close cooperation with the Project Manager at LOKADO in the field. The successful consultant will report to the Johanniter’s’ Country Programme Manager and will also work closely with the Programme implementation team. The full project proposal will be shared with the winning company/consultant(s) after signature of the contract. This includes the log frame, activity descriptions and general information on the project. Johanniter International Assistance and LOKADO will coordinate and facilitate the access to the selected target groups as well as communication with major stakeholders. They will further provide security information before and during the study. However, the consultant will be responsible for the security of the team during data collection in the targeted locations. Furthermore, the consultant will responsible for arranging their own transport to the sites and accommodation within the county. In specific, the tasks to be undertaken by the consultant include: - Carry out a desk-review of relevant project documents, including existing reports, project proposal, log-frame, budget and other relevant documents, a range of which will be agreed upon and made available prior to the implementation of the study. Develop an inception report, detailing the baseline study design, methodology, tools and work plan schedule. Develop a sampling design and data collection & management protocol that is standardized for all project sites. Facilitate recruitment and training of field staff (supervisors, interviewers, observers/record reviewers) and pre-testing of mobile data collection tools. Co-ordinate collection of data, and its entry into a suitable platform for cleaning and analysis. Analyze and interpret the findings. Develop and submit the first draft and final baseline survey report and debriefing to Johanniter international Assistance and LOKADO. The reports should be comprehensive and provide detailed specific findings within each result area, providing key recommendations for implementation. Submit the raw data, the database/data sets which has been cleaned (both qualitative and quantitative, including original field notes for in-depth interviews and focus group discussions, as well as recorded audio material if available), and data collection tools used in the baseline survey should be submitted together with the report. A simple inventory of material handed over will be part of the record. Johanniter International Assistance has sole ownership of all final data and any findings shall only be shared or reproduced with the permission of Johanniter International Assistance. The lead consultant will be expected to compile and submit the draft report, make a presentation to Johanniter International Assistance and LOKADO, incorporate comments and submit a final report within 4 days of the survey. Key Deliverables Key deliverables under this assignment will include the following; Inception Report detailing the process to be undertaken in conducting the baseline survey. This should include the complete set of tools to be used for the survey as well as stakeholder sampling. The inception report should be submitted within 4 days from the time of signing the contract. Draft baseline survey report, to be submitted not later than 8 days after completion of data collection. Conduct an internal validation/presentation meeting to Johanniter Internal Assistance and LOKADO staff outlining key findings and implications, and recommendations. This will be presented in a meeting to the staff. Complete raw and cleaned datasets and transcripts for quantitative and qualitative data collected. Final report, to be submitted not later than one week after Report review by JIA & LOKADO and management response. The final report should be a maximum of 30 pages in the preferred Johanniter International Assistance standard format, exclusive of annexes and should include the following: Executive Summary: One page summary of the Baseline study, with particular emphasis on main findings, conclusions and recommendations. Introduction and Background; Scope of the Baseline Study: Details about the geographic, demographic, and thematic focus of the study. Objectives of the Baseline Study: Clearly stated objectives that outline what the study aims to document and measure. Methodology: A brief description of the methodology used with details kept in Annexes. Findings: Factual evid analysis and Interpretation of Findings Conclusions: Assessment of the project and its results against given evaluation criteria as stated in the ToR. Recommendations; Suggestions on strategies and approaches to be incorporated into the project based on baseline findings. Identified challenges and risks that might impact project implementation, with possible mitigation strategies. Annexes: Terms of reference, methodology for data gathering and analysis, references, finalized data collection tools, relevant maps and photographs of the evaluation areas where necessary. Time frame of the assignment This survey is intended to take place from 18th August 2025 and should be executed within 20 days working days. The consultant who is bidding for the assignment should give a clear breakdown of how the survey Qualification and Experience. Lead consultant with at least a Master’s degree in relevant discipline such as Monitoring, Evaluation, Accountability, and Learning (MEAL), Project Planning and Management, Development Studies, Agriculture or any other relevant field. The lead consultant should have a minimum of 5 years of demonstrated experience in related research. The application should include 2 sample Baseline Surveys conducted in the last 5 years. The team should have extensive experience in humanitarian and/ or development projects. Excellent study management capacity, including appropriately qualified staff. Strong analytical and report writing skills. Well versed in the use of appropriate analytical software. Demonstrate / similar experience with INGOs, International Organizations, Governments or the UN Humanitarian Response and development work. (Please attach previous duly signed consultancy contracts for previous consultancy service conducted). 3. Attach samples/reports of previous works demonstrating expertise in designing and writing high quality baseline survey reports. 4. Contactable references in Baseline Surveys of Livelihood projects in Humanitarian Settings. (Please attach three authentic current reference letters from previous entities you have worked with). 5. Length of the assignment. Please attach a detailed work plan with actual proposed time frame for the assignment. 6. Appropriate methodology - Candidates should clearly outline the technical approach to achieve the assignment and mitigate project risks (qualitative and/or quantitative approaches). Financial Evaluation The consultant will develop a detailed budget and work plan based on the details in the TOR and should include the consultants’ professional fees and detailed logistics costs separately . The Consultancy fees should be inclusive of all relevant taxes. Prices should be quoted in Kenyan Shillings (KES). The financial proposal validity should be 60 calendar days.

Intellectual property and data protection: All draft and final outputs, including supporting documents, analytical reports and raw data should be provided in electronic version compatible with WORD for windows. Ownership of the data from the evaluation rests with Johanniter and LOCADO. The copyright and intellectual property generated by the consultancy will rest exclusively with Johanniter. Key stakeholders can make appropriate use of the evaluation report in line with the original purpose and with appropriate acknowledgement. The consulting agency will follow the data protection policy of Johanniter while collecting, processing and storing the program related data.
Safeguarding and Protection The consultant/Agency will be expected to sign a Johanniter safeguarding and protection policy ensuring adherence to high standards of safeguarding protection of its staff, enumerators and people we work with during the course of this exercise.

General statements: 1. 1 The contractor shall communicate these fundamentals of JOHANNITER’s Policy to its management, employees, subcontractors and agents and shall take all reasonable measures to ensure that such persons do not engage in prohibited practices. 1.2 he contractor shall immediately disclose to JOHANNITER any actual, apparent, potential or attempted prohibited practice that the contractor becomes aware of. To that end, the contractor shall fully cooperate, and shall take all reasonable steps to ensure that its management, employees, subcontractors and agents fully cooperate with any investigation of prohibited practices by JOHANNITER, including by complying with all reasonable requests from JOHANNITER to gain access to and inspect any records, documents and other relevant information. 1.3 JOHANNITER is committed to the protection of vulnerable populations in humanitarian crisis, including from sexual exploitation and abuse. By entering into a contract with JOHANNITER, The contractor undertakes to ensure that its personnel, agents and subcontractors conform to the highest standards of moral and ethical conduct.
