Job Description 1. Background & Purpose Centre for Peace and Democracy (CPD) is a national non-governmental and non-profit organization that works in South Central Somalia with the vision of a poverty-free and sustainably developed Africa. CPD’s scope of work spans humanitarian, development, peace building, and governance spectrum. The Joint Puntland and Galmudug Peace initiative project dubbed SSF III Is funded by Somalia Stability Fund (SSF) and implemented by a consortium consisting of CARE International Somalia, Centre for Peace and Democracy (CPD) and Puntland Youth and Social Devlopment Association (PSA). With CARE as the consortium lead with CPD and PSA as the implementing partners in Galmudug and Puntland respectively. The broader aim of SSF III is to support inclusive political agreements, address grievances, promote democratic processes, strengthen local governance, and enhance accountability between citizens and the state. The project is premised on the belief that working collaboratively with local authorities, civil society, and other stakeholders is crucial for the success of the project. The project target area is the border between Puntland and Galmudug states which has witnessed a long-standing inter-communal and inter-state conflict in Somalia but is now seeing an unprecedented level of ceasefire and cross- border cooperation for some years. The project is implemented through a community-driven and inclusive approach, ensuring the active participation of local communities and stakeholders. The primary objectives of the Joint Puntland and Galmudug Peace Initiatives Project are : a) Strengthen Local Peace Structures: Enhance the capacity of local peace committees and inter-state security bodies to manage conflicts in both Puntland and Galmudug. b) Community Conciliation Forums: Establish and support community dialogue platforms that will facilitate reconciliation and social healing among affected communities. c) Integration of Conflict Management and Climate Adaptation: Develop community-based early warning systems for conflict and climate crises, integrating both aspects into the peacebuilding process. d) Ethical and Responsible Media: Promote a responsible media environment to reduce biased reporting and foster peace through ethical journalism. CPD & PSA, in partnership with authorities in Galmudug & Puntland states respectively are implementing the peacebuilding initiative aimed at fostering stability and addressing community needs in conflict-affected areas. As part of these initiatives, the communities in both Galkayo south and North districts have prioritised peace dividend projects. The peace dividend project aims to enhance community resilience and stability through the rehabilitation and installation of critical infrastructure in Galkayo (South and North) districts. This includes solar lighting systems, water supply extensions, animal troughs, and borehole repairs. CPD and PSA are seeking the services of a highly skilled technical supervisor to ensure quality implementation, contractor oversight, ensuring quality, compliance, timely completion and long-term sustainability of the project. 2. Objectives of the assignment The Technical Supervisor will be responsible for: Supervising the rehabilitation and installation of solar lighting systems in Galkayo South and Galkayo North districts. Overseeing the extension of water pipelines, construction of animal troughs, and repair of boreholes and water tanks in Galkayo North districts. Ensuring all works comply with technical specifications, safety standards, and donor requirements. Providing technical guidance to contractors and monitoring progress. 3. Scope of work of the technical supervisor A. Solar light rehabilitation & installation Supervise the rehabilitation of existing solar lights in Galkayo South and Galkayo North Districts. Oversee the installation of new solar lights in designated locations in South and North Galkayo. Ensure proper wiring, mounting, and functionality of solar panels, batteries, and LED lights. Test and certify completed installations before handover. Monitor adherence to contractual obligations and work ethics. Supervise replacement of damaged or faulty lights as needed. Prevent delays by tracking progress, resolving bottlenecks, and enforcing timelines. Conduct rigorous functionality tests (battery charging capacity, light intensity, dusk-to-dawn operation). Document test results and certify system readiness before handover. Provide a defects liability period monitoring plan. Train local authorities and technicians on: Basic maintenance and troubleshooting. Battery replacement and cleaning of solar panels. Safety protocols for future repairs. Submit a maintenance manual tailored for local use. B. Water infrastructure works Supervise the extension of water pipelines to targeted communities in Galkayo North (Xero Jaale) Monitor the construction of animal troughs, ensuring durability and proper water flow. Oversee the repair of boreholes, including pump testing and water quality checks. Supervise the repair/rehabilitation of water storage tanks. C. General supervision & quality control Conduct regular site inspections to monitor progress and adherence to technical designs. Verify materials used meet required standards. Ensure compliance with safety and environmental regulations. Document daily progress, challenges, and solutions. D. Reporting & Coordination Submit weekly progress reports to the respective project leads. Liaise with local authorities, community leaders, and contractors for smooth implementation. Participate in project review meetings as required. 4. Deliverables Weekly progress reports (including photos and site visit logs). Final inspection and handover reports for each completed activity (contractor performance assessment report, final performance test report with system certification). As-built drawings and technical documentation Prepare list of recommendations for sustainability and maintenance. Prepare occupational safety compliance checklist. Prepare training completion report (list of trainees, topics covered). 5. Duration & work schedule The assignment will last for 25 days. The Technical Supervisor will be based in Galkayo with frequent field visits to both south and North Galkayo districts (Mudug Region). 6. Reporting The Technical Supervisor will report to CPD & PSA Project Technical Leads while coordinating with relevant local authorities in both Puntland and Galmudug states. Qualifications & Requirements Degree/Diploma in Electrical Engineering, Civil Engineering, Water Engineering, or related field. Minimum 5 years of experience in supervising solar energy and water infrastructure projects. Strong knowledge of solar systems, borehole mechanics, and pipeline construction. Experience working in Somalia or similar fragile contexts preferred. Fluency in Somali and English i.e both written and spoken.
