MSF is an independent humanitarian medical organization providing emergency medical aid to populations in need. MSF Somalia mission is seeking a qualified person for the position below:
Job Title : SUPPLY CHAIN OFFICER
Work Location :  MUDUG
Start date : As soon as Possible
Length of contract : Fixed term (1year) 100% with 3 to 6 months’ probation period.

Main Purpose: Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mission.

Accountabilities

Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role

Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities

Monitoring and ensuring a smooth running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.

Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data

Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs

Collecting claims from the field, analysing causes and making corrective actions.

In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required

Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making

 

Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

MSF Section/Context Specific Accountabilities

Make sure procedures and policies are implemented within the procurement and warehousing processes. Regular stock replenishment orders according to FMCs in Unifield as well

Review of monthly orders according to FMCs in Unifield as well.

Ensure approvals are obtained from project and coordination as per Authorization table Review and revise reports submitted by warehouse team be justify discrepancies

Creation of FOs/ POs to coordination, getting signature and submitting accordingly Follow up with coordination for local purchases and pipelines updates

Follow up with other partners for donation processing & ensure supportive document are archived Responsible for updating/maintain LSA with any change on regular basis

Ensure effective communication between Purchaser, warehouse team and other department in the project Provide regular support to warehouse team.

Update other departments for pending orders on weekly basis

Performing the workflows, outgoing and ingoing, of all the related logistics documents and files documents (e-IR (electronic internal request), FO (Field Order), PO (Purchase Order/PL (Purchase List), Incoming shipment, Donation Agreements) according to MSF standards archiving (Log Admin Kit)

To ensure quality of suppliers registered in database match with MSF supplier’s requirement, to ensure invoice and currency using, to detect duplicate suppliers

Responsible to keep database clean & up to date in regards to physical flow of goods in Unifield as well

Creating, and following up FOs as per requests for items not in the local market and as per Action plans of TSR to either coordination or other projects.

Report any supply related issue to line manager Monthly TSR analysis with the medical team.

Monthly online report through LRS

Carry out any other duties as tasked by Supply /Log manager/LTL

The above-mentioned activities and responsibilities are not exhaustive, and staff may be assigned additional responsibilities or tasks as required by their line manager.
