Short - Term Consultant (STC) Nutrition Officer for supporting the Nutrition intervention projects at Berdale District of Bay region in Somalia WV Somalia will be implementing an integrated nutrition and relief & nutrition project aiming to alleviate the immediate food insecurity and malnutrition while fostering a pathway to recovery and resilience building for vulnerable communities. This project aligns with WFP objectives SO1; improved access to adequate nutritious food and specialized nutritious foods that meet basic food and nutritional needs during and in the aftermath of shocks and; and SO2; improved nutrition and resilience from inclusive access to integrated basic social services, shock-responsive safety nets and enhanced national capacity to build human capital, all year round. 1. Project Goal : To improve food and nutrition security for vulnerable households in areas affected by natural and man-made disasters to meet their basic food and nutrition needs during crises and in the aftermath of shocks 2. Objective : Specific Objective: (Nutrition): To ensure equitable access to quality life-saving curative and preventive nutrition services for targeted children 6 to 59 months, Pregnant and Breastfeeding Women (PBWs) and other vulnerable groups in targeted districts. 3. Scope of Work Section I – JOB DESCRIPTION/ PUBLICATION TEXT PURPOSE OF POSITION This Purpose of Position will be used in the WVI Careers site, and if applicable, advertisements. To oversee the field level implementation of Nutrition project activities in target location as per national and international standards. The Project Officer-Nutrition will also be responsible for the supervision and support of nutrition supervisors and works closely with commodity team to ensure the commodities received from WFP are managed properly. The project officer will also focus on capacity building and technical support for staff, partners, and community members, enhancing overall nutrition outcomes and promoting sustainable practices in the region. Key Outputs/Responsibilities (Implementation, coordinating, capacity building and reporting) Weight (%) Oversee quality and timely implementation of project activities Support nutrition coordinator in the development of project management tools at the start of nutrition projects Support the nutrition coordinator reviewing and updating project management tools on monthly basis monitor progress towards achieving the targets Oversee the implementation of project activities as per the timeline set on the DIP Ensure that all requests for required project input (from WFP as GIK or procured by WV) are placed on time and items are availed in all project sites Support IYCF and BCC activities by supporting and building the capacity of community nutrition workers Ensure effective implementation and coordination of project Ensure that nutrition activities for TSFP/MCHN, BSFP& OTP,pregnant and lactating are implementation according to work plans Ensure that those admitted in the program are immunized according to the MOH approved schedule Ensure supplies are delivered to the project facilities Ensure nutrition guidelines are maintained in all TSFP/BSFP/MCH /SC/TB clinics and outreach stations Provide supervision of TSFP/BSFP/MCH /SC/TB staff using the supervision check list Ensure children with medical complications are referred to the stabilization centre Provide the accountability of TSFP/BSFP/MCH /SC/TB supplies Ensure that active case finding of malnourished children is taking place. Ensure referral mechanism between TSFP/OTP is taking place. Provide referral books Ensure as well as success stories are accounted for all sites. Ensure TSFP/BSFP/MCH /SC/TB cards and register books are being properly filled in and IMAM guideline is being used to treat children Provide IEC materials/visibilities to all FDPs. Collection and disposal of empty cartoons Submission of monthly ONA/MODA/Partner connect reports on time and meeting with deadlines. Ensure to participate quarter and end projects reports. Submission of monthly commodities verification reports Submission of waybills on time Ensuring 100% utilization of SCOPE at the FDPs 20% Monitoring and Evaluation Conduct monthly supportive supervision to nutrition program sites using supervision checklist and produce quality report with action points. Monitor and support the nutrition supervisors in monitoring of nutrition activities and activities of community nutrition workers Participate in joint monitoring visits by MOH officials, donor agencies or world vision management teams Active participation and support assessments and project M&E activities in the project sites 20% Quality and Timely reporting Ensure that all health facilities have the required data recording and reporting tools Ensure that all the staff working in the health facilities and their supervisors have adequate understanding of the reporting and recording formats and the importance of accurate reporting Ensure all health centers are submit quality nutrition and commodity movement reports on timely manner Projected beneficiary figures are calculated and submitted to commodity team on monthly basis Support the Nutrition coordinator in producing and submitting quality PMIT and MMR report on monthly basis 20% Capacity building Conduct training workshops as per planned timeline, budget and quality Ensure quality training report is compiled and submitted for all trainings conducted in the target locations Conduct regular on-job training for MOH nutrition staff and community Nutrition Workers to address the findings of supervision and document the trainings in the supervision reports 15% Finance and budget management Ensure Payment requests for MOH seconded staff and community volunteers is initiated on time with all the required documents Business Cash advance to facilitate field activities is requested and cleared on time as per the finance guideline 10% Representation and internal & external coordination Conduct meeting with community leaders and health committees during supervision visits to get feedback on the quality of the program and update them on the progress of activities Participate in internal program integration and coordination meetings with other WVI sectors to ensure program integration Participate in the internal QRM and present the progress of project activities against targets 10% Others Other relevant tasks assigned by your supervisor 5% Work Environment: Include travel & work environment details. The incumbent will be based in Berdaale District in South West State of Somalia, and will be required to travel extensively throughout the region, specifically to the districts. This travel is essential for effective project implementation and collaboration with local stakeholders, including community members, health authorities, and partner organizations. Travel Requirements: The Nutrition officer will be based in Berdale, with limited need for travel outside of Berdale. The incumbent should be prepared for both scheduled and unscheduled travel based on project demands. Given the security situation in certain areas, the Nutrition officer must adhere to all safety protocols and guidelines established by World Vision. This includes participating in pre-travel briefings, maintaining communication with the security team, and being aware of the local context and potential risks. Work Environment: The Project Officer-Nutrition will spend a significant amount of time in the field, working directly with project staff, community health workers, and beneficiaries. This hands-on approach is crucial for understanding local humanitarian needs and ensuring the effectiveness of project interventions. The incumbent must demonstrate cultural sensitivity and adaptability when interacting with diverse communities. Building trust and rapport with local populations is essential for successful project implementation. The work environment may involve living in basic accommodations within the project districts. The Project Officer-Nutrition should be prepared for varying living conditions, which may lack some modern amenities. Flexibility and resilience are vital in adapting to these circumstances. The Project Officer-Nutrition will work closely with various partners, including local NGOs and government agencies. Understanding of WV key policies and guidelines on procurement, People & Culture, Admin and finance Qualifications: Education/Knowledge/Technical Skills and Experience The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Bachelor’s Degree in nutrition, food science, public health, medicine, nursing, midwifery or equivalent, from a reputable and recognized University /College. Minimum of 5 years’ relevant experience in a related job. Computer literacy in MS Word, MS Excel, Power point and Technical Drawing Packages. Experience in community based participatory development approaches strongly desired Use of data bases like LMMS & SCOPE At least 5 years of experience in Relief and Development work. Practical experience in Crop Production, Soil and Water Management, Pest Management, Post-Harvest handling techniques and Marketing will be a great advantage. Time frame The consultancy is expected to be a short-term assignment lasting 3 months Reporting The Incumbent will report to Project Coordinator-Nutrition and program manager at WV. Payment The incumbent will be paid a fee of $1400 Inclusive of Taxes on monthly bases upon submitting an invoice, and a monthly project report. Confidentiality The Incumbent will treat all information obtained during the course of this consultancy as confidential. Additional Notes The incumbent is encouraged to propose additional activities or approaches that could enhance the effectiveness of the program.
