iRise Hub operates a dynamic, full-fledged incubation centers that serve as a

launchpad for Somali startups and youth-led enterprises. The centers offer aspiring

entrepreneurs not only physical co-working spaces and state-of-the-art facilities but

also tailored programs that nurture ideas into viable businesses. Through structured

incubation and acceleration initiatives, iRise Hub equips startups with mentorship

from experienced professionals, access to technical and business development training,

and practical tools for growth. The hub also provides critical access to finance,

including grant management and investment linkages, ensuring that young

entrepreneurs can secure the capital they need to scale their ventures. Beyond

individual business support, the incubation centers foster a vibrant ecosystem by

facilitating networking opportunities, connecting innovators with industry experts,

government representatives, and development partners.

About the Program

The Nagaasho Program is a four-year initiative designed to strengthen resilience and

prevent displacement in rural communities across Somalia and Somaliland. The

project directly targets 46,000 individuals, at least 60 percent of whom are women, in

high-risk districts of Gedo, Hiraan, Lower Shabelle, Sool, and Sanaag.

Funded under the Danish Somalia Strategic Framework (2024–2028), Nagaasho

focuses on tackling three interrelated drivers of displacement: climate shocks and

weak adaptive capacity, limited economic opportunities, and conflict combined with

weak governance.

The program is implemented through a consortium of partners who bring

complementary expertise. CARE leads on climate and environmental resilience, iRise

Hub is responsible for resilient livelihoods and inclusive economic opportunities,

Saferworld takes the lead on conflict prevention and inclusive governance, while local

partners WARDI and WAAPO ensure strong community-driven and genderresponsive approaches. The World Food Programme, through its IGNITE Innovation

Hub, serves as the knowledge partner, supporting research, learning, and policy

engagement.

The overall objective of the project is to enhance adaptive capacities and strengthen

social cohesion among rural communities that are at risk of displacement. It aims to

achieve this by building gender-responsive resilience to climate shocks, improving

economic self-reliance and inclusive livelihoods, and fostering peacebuilding and

conflict prevention.

The program’s outcomes are focused on ensuring that climate-vulnerable

communities are able to adopt climate-smart practices, that women and youth can

engage meaningfully in food systems, access finance, and develop climate-smart

livelihoods, and that communities are supported to establish inclusive governance and

conflict prevention mechanisms which improve social cohesion.

Through this integrated and community-driven approach, Nagaasho seeks to empower

rural populations, especially women, youth, and marginalized groups, to become more

resilient, self-reliant, and less vulnerable to the pressures that drive forced

displacement.

Senior Project Officer

Position Title: Senior Project Officer

Reports to: iRise Hub Program Manager – Nagaasho Program

Duration: One year (renewable based on performance and funding)

Role Summery

The Senior Project Officer will support the effective implementation of the Nagaasho

Programme, applying a community-driven approach to strengthen the resilience, selfreliance, and livelihoods of rural populations, particularly women, youth, and

marginalized groups, while addressing vulnerabilities and factors contributing to forced

displacement.

Duties and Responsibilities

Project Implementation

⚫Support the implementation of project activities in line with approved workplans,

budgets, project objectives, and donor requirements.

⚫Coordinate day-to-day implementation of assigned project activities and ensure

timely delivery of outputs.

⚫Develop activity plans, schedules, budgets, and implementation arrangements in

coordination with the Project Coordinator and field teams.

⚫Monitor implementation progress and identify operational challenges requiring

timely corrective action.

⚫Ensure project activities are implemented according to agreed quality standards and

timelines.

Community Engagement and Mobilization

⚫Facilitate community consultations, mobilization, awareness sessions, meetings,

and participatory planning processes.

⚫Engage communities in identifying their priorities, challenges, opportunities, and

locally appropriate solutions.

⚫Strengthen community ownership and participation throughout the project cycle.

⚫Establish and maintain effective relationships with community leaders, local

authorities, women’s groups, youth groups, producer groups, and other

community structures.

⚫Ensure the meaningful participation of women, youth, marginalized groups, and

vulnerable households.

Livelihoods and Economic Empowerment

⚫Support the implementation of livelihood, entrepreneurship, skills development,

savings, income-generation, and economic empowerment activities.

⚫Facilitate access to markets, financial services, business development services,

productive inputs, technology, and technical assistance.

⚫Support the identification of viable livelihood and income-generating opportunities

for rural communities.

⚫Assist communities and small businesses in strengthening their business models,

productivity, market access, and financial resilience.

⚫Support activities that promote sustainable employment and self-reliance.

Women and Youth Empowerment

⚫Support targeted activities that increase women’s and youth participation in

livelihoods, entrepreneurship, employment, and community decision-making.

⚫Identify barriers affecting the participation of women, youth, persons with

disabilities, and other marginalized groups.

⚫Facilitate inclusive training, mentoring, coaching, and capacity-building activities.

⚫Monitor participation and benefits among different community groups and

recommend measures to improve inclusion.

Community Innovation and Local Solutions

⚫Facilitate community-driven innovation processes that enable rural populations to

develop solutions to local economic and social challenges.

⚫Support innovation challenges, ideation sessions, community problem-solving

activities, and entrepreneurship initiatives.

⚫Assist community groups and entrepreneurs to test, validate, improve, and

implement locally appropriate solutions.

⚫Document successful innovations and lessons that can be replicated or scaled.

Field Coordination and Supervision

⚫Coordinate field-level activities with project staff, implementing partners,

community structures, consultants, and service providers.

⚫Conduct regular field visits to monitor activities and provide technical and

operational support.

⚫Supervise field activities and ensure that beneficiaries receive planned services and

support.

⚫Coordinate logistics and operational arrangements for trainings, workshops,

community meetings, and other project activities.

⚫Maintain regular communication with field teams and promptly escalate

implementation challenges.

Stakeholder Engagement

⚫Maintain effective working relationships with local authorities, community leaders,

government institutions, NGOs, private-sector actors, and other relevant

stakeholders.

⚫Participate in coordination meetings, technical working groups, community forums,

workshops, and stakeholder consultations.

⚫Support partnerships and linkages that improve access to markets, finance, skills,

technology, and other services.

⚫Represent the project professionally at field and community level when delegated.

Monitoring, Data Collection and Learning

⚫Collect and verify project activity data and beneficiary information in accordance

with MEAL requirements.

⚫Monitor project indicators, targets, outputs, and activity-level results.

⚫Support baseline, endline, post-distribution, outcome monitoring, and other

assessments as required.

⚫Ensure accurate and timely submission of monitoring data and supporting

documentation.

⚫Document lessons learned, challenges, success stories, case studies, and community

feedback.

⚫Use monitoring findings to recommend improvements to project implementation.

Reporting and Documentation

⚫Prepare timely activity reports, field visit reports, training reports, community

consultation reports, and other project documentation.

⚫Contribute to monthly, quarterly, semi-annual, and annual program reports.

⚫Maintain accurate records of beneficiaries, activities, attendance, distributions,

trainings, meetings, and other project outputs.

⚫Ensure proper filing and archiving of project documents and supporting evidence.

⚫Provide regular implementation updates to the Project Coordinator and program

management.

Accountability and Community Feedback

⚫Promote accountability to affected populations throughout project implementation.

⚫Facilitate community feedback, complaints, and response mechanisms.

⚫Ensure community concerns and feedback are documented, communicated, and

addressed appropriately.

⚫Promote transparency in beneficiary selection, service delivery, and project

decision-making.

⚫Ensure that project activities are implemented in a conflict-sensitive and Do-NoHarm manner.

Risk Management and Safeguarding

⚫Identify and report implementation, operational, security, environmental, social,

and contextual risks.

⚫Support the implementation of appropriate risk mitigation measures.

⚫Ensure compliance with safeguarding, protection, gender, inclusion, and

organizational policies.

⚫Report safeguarding concerns through established reporting mechanisms.

⚫Ensure that project activities do not unintentionally increase community tensions,

exclusion, or vulnerability.

Coordination with Partners

⚫Coordinate with consortium and implementing partners to ensure effective delivery

of assigned activities.

⚫Support joint planning, field monitoring, information sharing, and coordination

among partners.

⚫Track partner commitments and implementation progress within assigned areas of

responsibility.

⚫Support partner capacity strengthening and technical follow-up where required.

⚫Ensure alignment of field activities with the overall Nagaasho program strategy and

results framework.

Financial and Operational Support

⚫Support preparation of activity budgets, procurement requests, and operational

plans.

⚫Monitor activity-related expenditure against approved budgets and report potential

variances.

⚫Ensure that project activities are supported by appropriate documentation and

comply with organizational procedures.

⚫Coordinate with finance, procurement, logistics, and administration teams to

facilitate timely implementation.

⚫Promote value for money and efficient use of project resources.

Sustainability and Resilience

⚫Support interventions that strengthen household and community resilience to

economic, climatic, social, and other shocks.

⚫Promote locally owned approaches that reduce dependency on humanitarian

assistance.

⚫Strengthen community capacities to sustain project outcomes beyond the project

period.

⚫Facilitate linkages between communities and longer-term government, privatesector, financial, and development services.

⚫Identify opportunities to replicate successful livelihood and resilience models.

Other Responsibilities

⚫Perform other project-related duties assigned by the Program Manager.

⚫Contribute to program planning, proposal development, assessments, concept notes,

and other strategic documents as required.

⚫Participate in organizational learning, capacity-building, and knowledge-sharing

activities.

⚫Uphold organizational values, professional standards, safeguarding principles, and

Bachelor’s or Master’s degree in Business Administration, Economics,

Agriculture, Environmental Studies, Development Studies, or a related field.

Minimum of 6 years’ project management experience, preferably in livelihoods,

entrepreneurship, or resilience programming.

  1. Proven track record in donor-funded project implementation and reporting.
  2. Strong leadership, communication, and team management skills.
  3. Fluency in Somali and English.
