Overview of position

​​Since 2006, our client has implemented humanitarian and development programmes across Somalia. Through its Labour Mobility and Social Inclusion (LMI) portfolio, our client works with government, diaspora, private-sector and development partners to strengthen labour migration governance, develop skills and employment opportunities, and harness diaspora knowledge and investment for inclusive development.

A dedicated presence in Hargeisa is required to support the effective implementation and coordination of these workstreams in Somaliland, maintain engagement with relevant counterparts and partners, and ensure that programme activities are delivered in line with approved workplans and commitments.

BOSASO -

Under the overall supervision of the Deputy Chief of Mission, the direct supervision of the LMI Programme Manager, and the administrative supervision of the Head of Bosaso Sub-Office, the Senior Programme Associate – Labour Mobility and Social Inclusion (LMI) will be responsible and accountable for coordinating the implementation of assigned LMI projects in Bosaso. The role will work closely with the Resource Management Unit (RMU) and other relevant client units to ensure delivery in accordance with approved workplans, budgets, donor requirements and our client procedures.

  1. ​ ​ Independently coordinate and oversee the implementation of assigned LMI projects against approved workplans, outputs, targets and donor requirements. Identify delivery challenges , recommend corrective action and follow up on agreed measures to support achievement of agreed results.
  1. ​ Coordinate and monitor the financial, administrative and operational aspects of assigned projects, including budget utilisation , procurement, logistics and project documentation , analyse variances and operational risks and recommend corrective actions for timely resolution.
  1. ​ Coordinate assigned project activities relating to employment creation, entrepreneurship, skills development, labour mobility, private - sector engagement, diaspora investment and economic inclusion , in collaboration with relevant stakeholders , supporting timely delivery of planned outputs .
  1. ​ Facilitate coordination and maintain effective partnerships with government counterparts, private sector actors, UN agencies, donors, civil society organi s ations, diaspora networks and other relevant stakeholders to support programme implementation and promote labour migration governance.
  1. ​ Plan and coordinate capacity-building activities, technical workshops, consultations and dialogue forums , document agreed outputs, monitor follow-up actions and stakeholder commitments to support implementation objectives.
  1. ​ Research, analyse and present information on labour market trends, labour migration, employment, private sector development, diaspora engagement and relevant national and regional policy developments to inform programme implementation and planning.
  1. ​ Draft and review correspondence, briefing notes, presentations, donor reports and other programme documentation, ensuring timely and accurate reporting in accordance with our client and donor requirements.
  1. ​ Monitor project performance against agreed indicators , document results, good practices and lessons learned, and contribute inputs to knowledge products, concept notes and project proposals for programme effectiveness .
  1. ​ Provide procedural guidance to project staff and consultants and monitor the performance of I mplementing P artners (I P) and service providers against agreed deliverables, contractual requirements and our client standards, supporting compliance and delivery.
  1. ​ Perform such other relevant duties as maybe assigned. ​

Qualifications & Requirements

Qualification

Bachelor degree or equivalent in Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with five years of relevant professional experience; (essential).

High school diploma in ​High school diploma in the above fields with seven years of professional experience.​ (essential).

Sector experience

Minimum of 5 years year/s of demonstrable relevant experience as a liaison for local authorities at district level & community engagement (essential).

Geographical experience

Minimum of 5 years year/s of experience in Africa (essential).

Languages

Fluent in English (essential).

Fluent in Somali (desirable).
