AATF is seeking a results-oriented and technically skilled Senior Manager – Program Development to support the Directorate of Program Development and Commercialization. This strategic role provides high level coordination, technical leadership, and operational oversight for program development activities across AATF. The Senior Manager will play a pivotal role in translating AATF’s strategic objectives into effective programs that deliver measurable impact. Under the guidance of the Director, the incumbent will oversee the design, development, and implementation of new initiatives, coordinate stakeholder engagement, monitor progress against key performance indicators, and contribute to organizational growth through innovative program development and resource mobilization. KEY RESPONSIBILITIES Lead the conceptualization, planning, and development of high-impact programs in alignment with AATF’s strategic framework. Support the Director in translating strategic priorities into implementable initiatives across thematic and country programs. Spearhead proposal development and donor engagement to mobilize financial and technical resources. Coordinate the design and implementation of monitoring, evaluation, and learning (MEL) frameworks for all program initiatives. Facilitate internal reviews, planning cycles, and organizational learning events including annual planning meetings. Represent the Director in internal and external high-level meetings, maintaining continuity and alignment on programmatic priorities. Engage government agencies, development partners, and regional stakeholders to strengthen advocacy and strategic partnerships. Manage a dynamic portfolio of program development efforts, ensuring operational efficiency, impact orientation, and compliance with donor requirements. Support decision-making by providing technical briefs, program reports, and data-driven insights to the Director and Executive Management. Promote cross-functional collaboration with technical units, finance, and grants teams to ensure integrated planning and budgeting. Supervise and guide program staff, consultants, and partners involved in program conceptualization and implementation. Identify and cultivate strategic partnerships with public and private sector actors to leverage innovation, financing, and market access. Monitor program delivery metrics, track implementation progress, and advise on course correction strategies. Oversee preparation of Board and donor reports, including strategic recommendations for future programming. QUALIFICATIONS AND EXPERIENCE PhD in Agricultural Sciences, Biotechnology, Genetics, or related discipline. Minimum of 10 years’ progressive experience in research, program development, and technology transfer, including work on national or regional agricultural innovation systems. Demonstrated success in leading multi-disciplinary teams and managing complex programs across geographies. Deep technical knowledge and publication record in biotechnology, biosafety regulation, and agricultural innovation policy. Proven experience in donor proposal development, fundraising, and partnership management. Solid experience in strategy design, program coordination, and results-based management. Strong understanding of regional agricultural development challenges and policy environments. Advanced organizational skills with the ability to manage multiple priorities under pressure. Fluency in English required; working knowledge of French is an added advantage.
