JOB SUMMARY

The Senior Country Office (CO) MEAL Manager oversees the effectiveness of the country-level

Monitoring, Evaluation, Accountability, and Learning (MEAL) system, including knowledge

management and overall program quality. The role supports business development and evidencebased advocacy, while providing leadership to the Program Quality, Development, and Learning

(PQDL) team, comprising Technical Advisors and Pillar MEAL Managers. The position is part of

the Programs team and reports directly to the Deputy Country Director – Programs for CARE

Somalia.

This role drives the rollout and implementation of MEAL systems and procedures across the

Country Office, promoting cross-project learning, strengthening accountability to beneficiaries,

donors, and stakeholders, and building MEAL staff capacity. The incumbent contributes to

strategic planning, provides technical MEAL support across all sectors, and establishes effective

learning mechanisms.

The position also leads cross-cutting program information management, monitoring, and

evaluation, ensuring that data is analyzed and used to improve program performance, inform

decision-making, and support the development of high-quality reports and proposals.

JOB RESPONSIBILITY 1. Development and Implementation of Country Office Impact

Measurement Systems

Guide and support MEAL Managers and teams to design and implement country and projectlevel MEAL systems aligned with CARE global standards and indicators.

VACANCY ANNOUNCEMENT

  • Ensure MEAL support to humanitarian and development teams on program quality

assessments, data management, and analysis.

  • Develop and manage the country MEAL framework and conduct meta-evaluations.
  • Support documentation of best practices, case studies, and learning in collaboration with

the communications team.

  • Work with the Deputy Country Director – Programs to strengthen program management,

information systems, accountability, and learning for effective decision-making.

  • Support program planning processes, including development of logframes, MEAL plans,

and theories of change.

  • Coordinate with CARE International, Member Partners, regional leadership, and MEAL

teams to ensure system integration and alignment.

JOB RESPONSIBILITY 2: Program Planning, Monitoring and Reporting

Produce country-level performance dashboards for SMT meetings, covering implementation,

expenditure, and reporting status.

  • Ensure projects use standardized monitoring tools to inform performance and contribute

to country-level data systems.

  • Oversee monthly Program Review Meetings (PRMs) to track and improve program

performance.

  • Support timely, high-quality donor reporting and promote strong reporting practices.
  • Contribute to annual country reports using PIIRS and AIIR data.
  • Lead annual PIIRS data collection and reporting in coordination with program teams and

CARE International.

  • Support Country Office strategy development and review processes, including workshops,

analysis, and stakeholder engagement.

JOB RESPONSIBILITY 3. KNOWLEDGE MANAGEMENT AND LEARNING.

Ensure key program documents are properly compiled and shared with relevant stakeholders.

  • Lead semi-annual and annual program quality reviews and learning events.
  • Develop and manage the knowledge management and learning framework.
  • Support development and implementation of communication and visibility strategies.
  • Coordinate and produce key learning products and processes.
  • Promote a culture of learning, knowledge sharing, and continuous improvement.
  • Engage in M&E working groups and maintain partnerships with NGO counterparts.
  • Strengthen staff capacity to implement and sustain effective M&E systems.
  • Provide technical leadership and supervision to MEAL Managers.
  • Ensure use of program quality standards and tools across teams.
  • Support development and delivery of training with Program Coordinators and Technical

Advisors.

  • Strengthen partner capacity for quality program implementation.
  • Identify and support internal and external learning platforms.
  • Develop staff capacity-building plans in coordination with HR and program teams.
  • Support recruitment and structuring of M&E staff to deliver program requirements.

JOB RESPONSIBILITY 4: Program Quality and Accountability

Strengthen upward and downward accountability across programs to ensure transparency and

value for money.

  • Support the scaling of effective Feedback and Accountability Mechanisms (FAMs) aligned

with minimum standards.

  • Lead or support key evaluations and assessments (e.g., RGA, PRA, community

engagement tools) to enhance program quality.

  • Coordinate impact evaluations and research with CARE global teams, ensuring quality

across design, implementation, and documentation.

  • Ensure studies and reports meet research ethics, scientific standards, and peer review

requirements.

  • Promote staff compliance with safeguarding, conduct, and organizational policies.
  • Provide contextual analysis and evidence to inform new program design.
  • Ensure MEAL and PQAL components are well integrated and resourced in proposals and

budgets.

  • Support development of country funding dashboards and maintain the Proposal Tracker.
  • Contribute technical inputs to proposals, including context, MEAL, and sustainability

sections.

OTHER RESPONSIBILITIES AS ASSIGNED.

Qualifications & Requirements

REQUIRED QUALIFICATIONS (MINIMUM REQUIREMENTS)

Required

Education:

Master’s in development studies, Economics or any other relevant Social Science from a

reputable institution/university

  • Bachelor’s in development studies, economics and other relevant social science is required.

Desire

. • Monitoring & Evaluation, Statistics or relevant field of study from a reputable

institution/university

Required Experience/Technical Skills.

Required

A minimum of 10 years of relevant experience with reputable organisations in similar roles

  • Skills in using data analysis software like Nvivo, Power BI, SPSS and STATA.
  • Excellent skills in research, evaluations, evidence-generation, policy and advocacy.
  • Excellent Conceptual abilities, strategic thinking, analytical writing skills and knowledge.
  • Leadership skills with proven experience in engaging, mobilising and influencing people,
  • Good communication, presentation, public speaking, discussion and negotiation skills.

Professional training and experience in gender equality, women and girls’ empowerment

  • Professional experience in working with young people (youth) and refugee communities
