This component willprovide support to develop terrestrial cross-border connectivity and expand backbone andlast-mile connectivity to rural and remote communities.• Component 2: Data Market Development and Integration. This component will providesupport to the integration and development of the data market, to enable secure exchange,storage and processing of data across borders, including strengthening the environment forcybersecurity.• Component 3: Online Market Development and integration. This component will providesupport to the integration and development of the online market, through targeted supportfor e-service enablers and digital skills.• Component 4:. Project Managem === Skills & Qualifications === Skills and required Qualifications§ Academic Qualifications: A relevant advanced academic qualification (minimum Master’sdegree) in fields such as ICT, telecommunications, postal services, logistics, public policy,economics, or related disciplines.§ A minimum of twenty (20) years’ experience working in the postal sector including at leastten (10) years’ experience working in a developmental capacity§ Demonstrated experience in at least five (5) similar assignments in the postal and last milesector in the fields of policy, strategy, regulations and/or licensing§ Demonstrated experience working in at least five (5) projects related to World Bank,United Nations or other international development agencies§ Demonstrated experience working in at least three (3) projects in a Least DevelopedCountry contextReporting Requirements:The Consultant will report directly to the Project Coordinator of the EA-RDIP and will workclosely with the MICT’s Postal Department. --- About Somaliland --- Somaliland is a self-declared republic in the Horn of Africa with a relatively stable political environment and growing economy. Qualifications & Requirements

Skills and required Qualifications§ Academic Qualifications: A relevant advanced academic qualification (minimum Master’sdegree) in fields such as ICT, telecommunications, postal services, logistics, public policy,economics, or related disciplines.§ A minimum of twenty (20) years’ experience working in the postal sector including at leastten (10) years’ experience working in a developmental capacity§ Demonstrated experience in at least five (5) similar assignments in the postal and last milesector in the fields of policy, strategy, regulations and/or licensing§ Demonstrated experience working in at least five (5) projects related to World Bank,United Nations or other international development agencies§ Demonstrated experience working in at least three (3) projects in a Least DevelopedCountry contextReporting Requirements:The Consultant will report directly to the Project Coordinator of the EA-RDIP and will workclosely with the MICT’s Postal Department. The Consultant will provide progress reports monthly,including an overview of the work completed, upcoming activities, and any challengesencountered. Regular meetings will be scheduled with the MICT’s Postal Department andstakeholders to ensure alignment with MICT’s expectations and project objectives.Duration of the Assignment:The Consultant will be contracted for (12) monthsThe MICT now invites eligible individual Consultants to indicate their inters in providing theabove-mentioned service.
