Background

: The Federal Government of Somalia (FGS) has received financing from the World Bank through the Somalia Productive, Resilient and Inclusive Growth Project (SPRING Project) and intends to apply part of the proceeds of the above project to finance the consultancy service to support the establishment of a comprehensive digital infrastructure for Central Bank Of Somalia’s Enterprise Digital Governance And Transformation Programme

Responsibilities

The purpose of this assignment is to engage a qualified consulting firm (“Consultant”) to design, implement, and support initial institutionalization of an integrated set of capabilities and frameworks at CBS covering: A COBIT 2019–based IT governance assessment and framework design across the Bank’s IT processes, including gap analysis, target-state definition, and supporting governance documentation; a Digital Transformation Strategy and roadmap; A TOGAF-aligned Enterprise Architecture function and artifacts; An enterprise Data Governance Framework; An AI Governance Framework and operating model and Capacity building across all work streams. Qualifications & Requirements

The shortlisting criteria are as follows:

Core business of the firm at least 15 years of experience in the field of IT consulting, specifically in areas of IT governance, enterprise architecture, and technology risk management (with a track record in the financial sector, ideally central banks or commercial banks).

II.

Specific experience in successfully implementing similar assignments. (Proven track record of previous similar experiences working in any of the scope areas with at least 3 Central Banks in Africa within the last 10 years, with at least one within Eastern Africa. The firm must show verifiable track record implementing governance frameworks and IT transformation programs from at least two large‑scale institutions (central banks, financial regulators, Tier‑1 commercial banks, or major public‑sector bodies) from the East African region each with annual operating income of at least USD 100 million or total assets exceeding USD 1 billion. The firm must provide references or case studies for at least three similar projects where the firm took a central bank through COBIT-based IT governance implementation or EA establishment, or digital transformation program execution). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount, and financing sources.

  1. The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected
  3. A Consultant will be selected under the Quality and Cost-Based Selection (QCBS ) method set out in the Procurement Regulations.
