ActionAid International SomaliaNotice:Request For Expression of Interest (EOI) to be on the Service-Provider/ ConsultancyList for ActionAid International Somalia, Hirshabelel state of SomaliaCATEGORY: “CIVIL ENGINEER”ActionAid International Somalia requires competent and reputable Civil Engineers to serve on its rosterof potential Service Providers/Consultants for short-term assignments/contracts and consultancies forthe period February 2026 – December 2027. TRole OverviewThe main role for the Civil Engineer will be to oversee all engineering and construction related projects byplanning, organizing and controlling all elements of the construction works. The task is based ondeliverables, and engineer consultancy services will be required only on task bases.Key ResponsibilitiesPlanning and Implementation• Prepare specifications of bids and participate in the contractors’ selection process by designingand cost estimation.• Identify technical gaps and prepare quality standards with indicators for construction work andsupport the partners and staff to internalize and apply.• Develop the BOQs of latrines, water kiosk and related.• Supervise the setting out and levelling of the site before and during the rehabilitation andconstruction activities.• Ensure the subcontractor is implementing the required specifications and contractualrequirements.• Ensure the exact materials required are used and the laborers are using PPE all the time duringtheir stay on the activity site.• Ensure that all materials used, and work performed are as per specifications and requirements.• Oversee the selection and requisition of materials and equipment to be used for theRehabilitation and Construction activities.• Document and report immediately on any planned changes in the work by the contractor,before any changes are affected.• Conduct daily site supervision and regular inspections at critical phases of the project.• Prepare weekly reports as required while closely liaising with AAIS emergency === Skills & Qualifications === Education and experience• Minimum bachelor’s degree in civil engineering or equivalent. Post graduate degree in CivilEngineering an advantage• Minimum 3 years of relevant experience in construction-related projects preferably with NGOs andrelated sectors.Essential Knowledge and Skills• Familiarity with the context of the country and Federal Member States• Knowledge on construction and project management cycle• Analytical skills• Solid understanding of the main principles of engineering, construction, and architecture• Knowledge of MS Office packages and design software.• Effective time management, conflict management and negotiation skills• Community development skills• Risk Management skills• Capacity building and training skills• Proficiency in English and SomaliDesirable knowledge and experience• Experience working with NGO’s• Knowledge of Human Rights Based Approach (HRBA)• Commitment to protect the rights of women/girls and children --- About Hirshabelle State Of Somalia --- Somalia is located in the Horn of Africa and has a growing job market, particularly in the humanitarian, development, and private sectors.
