REQUEST FOR EXPERESSION OF INTEREST
FOR
IPSAS AND IFRS IMPLEMENTATION TECHNICAL ASSISTANCE
A. Background
The Republic of Somaliland has received financing from the World Bank toward the cost of Somali Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds for consulting services (individual consultant). The assignment involves a capacity-building initiative for Office of the Accountant General (OAG) to comply with and adopt IPSAS for the preparation of government financial statements for accounting periods. given the complexity of IPSAS implementation. it is essential to ensure the correct accounting treatment to minimize non-compliance risks and update organizational accounting and other relevant policies to reflect changes required by the new accounting standards.
B. Objective(s) of the Assignment
The main objectives of the assignment are:
1. To Review Support the OAG in the implementation of IPSAS implementation road map 2022-2027 and update the road maps if it is necessary
- To provide required capacity building to all public entities and OAG for IPSAS _ Capacity Building and transition to Accrual basis
- 3. Update all necessary accounting and reporting documents (including policy manuals and regulations) to ensure the Office is well-prepared for a seamless transition to full IPSAS adoption.
- To support the Accountant General’s Office for implementation of IPSAS by providing required technical assistance, detail gap analysis building on the previous exercises and IPSAS implementation by using IPSAS 33; from cash basis, to full accrual basis
5. To support AGO to complete the fixed asset registration and valuation for all PE
- Assist AGO To include all public entities GPFRs in GGPFR (Government-wide consolidated financial statement),
7. To support the Accountant General’s Office to prepare, present and submit – Full IPSAS complaint GGPFR and separate GPFR for Public entities.

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience, and skills should be included:
D. Consultant’s Qualifications and Experience
The consult should have the following qualifications and experience to carry out the assignment.
1. Education:
· Professional qualification like CPA, ACCA from chartered institutes
· At least master’s degree in accounting, and public finance studies or equivalent with accounting subjects
2. Experience:
· The TA must have at least (10) years’ experience in the field of public accounting in which at least 5 years in the fragile government public sector accounting and financial reporting
· The TA must have considerable experience in the field of International Public Sector Accounting Standards (IPSAS) and some years’ experience about the Integrated Financial Management Information System (IFMIS)
· The TA must have proven track record of developing Strategic plan/road map
· The TA must have Familiarity with financial reporting software and systems used for IPSAS/IFRS -compliant accounting
· Working experience in Ministry of finance and economic development, Accountant General or Government Auditor General Office is a highly advantage
· The TA must have Familiarity with all aspects of the change management process, providing both strategic guidance and operational support.
E. Reporting and other Deliverables: The consultant will report to the Accountant General of the State and will provide monthly and quarterly reports to the SERP Project Coordinator.
F. Duration of Assignment: The assignment is expected to take 12 months.
G. The Ministry of Finance and Economic Development with the Office of the Accountant General invites potential candidates for technical assistance in implementing IPSAS as per the Terms of Reference. Interested Individual Consultants shall provide the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

Submission Requirements: The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
I. The Individual Consultant will be hired based on the World Bank’s Guidelines for Selection and Employment of Consultants (July 1, 2016, and updated November 2017, August 2018, November 2020, and September 2023).
