ROLE PURPOSE

Horn Ridge Engineering & Consultancy Company is seeking a competent, self-motivated, and results-oriented QS

& Planning Engineer to support the planning, scheduling, quantity surveying, cost control, and progress

monitoring of construction projects. The successful candidate will help integrate project programmes, site

execution, procurement, quantities, costs, and performance reporting to support timely and cost-effective

project delivery.

KEY ROLES & RESPONSIBILITIES

A. Planning & Scheduling

  • Develop, maintain, and update detailed construction programmes with logical work sequences, milestones,

deliverables, and dependencies.

  • Establish baseline programmes and regularly update schedules using Microsoft Excel, MS Project, Primavera

P6, or equivalent planning tools.

  • Prepare and maintain Gantt charts, S-curves, dashboards, and other visual planning and progressmonitoring tools.
  • Coordinate with design, procurement, construction, and site teams to ensure programmes are realistic,

achievable, and aligned with project requirements.

  • Monitor actual progress against approved programmes, identify slippages, undertake critical-path analysis,

and recommend corrective actions.

  • Prepare weekly and monthly look-ahead programmes to guide site execution and improve productivity.
  • Provide planning and commercial input during design development, including identification of valueengineering and cost-saving opportunities.
  • Ensure project activities are properly planned and aligned with approved budgets, resources, timelines, and

the master programme.

B. Quantity Surveying & Cost Control

  • Review drawings, specifications, and site conditions to support accurate quantity take-offs, BOQ

preparation, material forecasting, and cost planning.

  • Prepare, review, and maintain Bills of Quantities (BOQs) in accordance with approved drawings and

specifications.

  • Forecast material, labour, equipment, and other resource requirements in line with project programmes and

progress.

  • Track, evaluate, and document variations, change orders, claims, and their potential impact on project cost

and time.

  • Support procurement and tendering processes through quantity take-offs, cost information, subcontractor

evaluation inputs, and tender documentation.

  • Assist with budget updates, cost monitoring, and value-engineering exercises.

C. Progress Monitoring & Reporting

  • Collect and verify daily, weekly, and monthly progress information through site visits and coordination with

project teams.

  • Prepare progress reports incorporating S-curves, KPIs, variance analysis, productivity indicators, and

earned-value information where applicable.

  • Present project schedule and cost performance clearly to management and technical teams.
  • Maintain accurate records and support Extension of Time (EOT) submissions through programme updates,

delay records, and delay analysis.

  • Undertake regular site inspections to verify reported progress, identify risks, and ensure accuracy of project

reporting.

D. Project Coordination & Communication

  • Participate in and support weekly project coordination meetings, including preparation of action points and

follow-up on agreed actions.

  • Promptly communicate delays, risks, programme deviations, and emerging issues to the relevant teams and

management.

  • Coordinate with planning, QS, procurement, design, and site teams to keep programme, quantities,

resources, and budgets aligned.

  • Support preparation of management presentations, progress briefs, dashboards, and reports for internal

and external stakeholders.

  • Contribute to development and maintenance of Work Breakdown Structures (WBS), resource plans, and

execution strategies.

Qualifications & Requirements

QUALIFICATIONS & EXPERIENCE

  • Bachelor’s Degree in Civil Engineering, Quantity Surveying, Construction Management, or a closely related

discipline.

  • Minimum 4–7 years of relevant professional experience, including at least 3 years of hands-on experience in

construction planning and scheduling.

  • Experience in real estate development, building construction, or large-scale infrastructure projects is an

advantage.

  • Proficiency in Microsoft Excel and other relevant project-planning and reporting tools.
  • Demonstrated ability in BOQ preparation, quantity take-offs, construction sequencing, resource planning,

cost monitoring, and progress reporting.

  • Familiarity with finishing programmes, material take-offs, construction documentation, and site progress

measurement.

  • Working knowledge of MS Project and/or Primavera P6 is highly desirable.
  • PSP (Planning & Scheduling Professional) certification will be an added advantage.
  • Strong analytical, communication, coordination, reporting, and problem-solving skills.
  • Ability to work independently, meet deadlines, and operate effectively in a fast-paced construction

environment.
