ADRA Somalia is seeking to recruit a Public Relations and Communication Officer to be based in Mogadishu with frequent travels to other parts of Somalia and Somaliland.
1. Purpose of the Position
The Communications Officer will strengthen the quality, consistency and visibility of ADRA Somalia's internal and external communications by producing high-quality written, visual and multimedia content that communicates programme achievements, results, learning and impact.
The Officer will work closely with programme teams, Monitoring, Evaluation, Accountability and Learning (MEAL) staff, field teams, management and partners to identify communication opportunities and translate technical programme information into clear, accessible and compelling communication products for different audiences.
A central responsibility of the position will be desktop publishing and professional production of communication materials, including reports, brochures, factsheets, newsletters, case studies, infographics, presentations, human-interest stories, social-media products and donor visibility materials.
The Communications Officer will also ensure that all communications comply with ADRA branding requirements, donor communication and visibility guidelines, safeguarding requirements, informed-consent protocols and ethical standards for humanitarian and development communications.
2. Key Duties and Responsibilities
2.1 Communications Planning and Coordination
The Communications Officer will:
- Support the development, implementation and periodic review of ADRA Somalia's communication and visibility strategy and annual communication plans.
- Develop communication plans and calendars aligned with programme milestones, donor requirements, international days, campaigns and organisational priorities.
- Work proactively with programme and field teams to identify communication opportunities rather than relying solely on ad hoc requests for content.
- Maintain a forward-looking calendar of programme events, launches, field visits, handovers, assessments, trainings and other activities requiring communication coverage.
- Provide technical communications support to programmes during project inception, implementation, reporting, major events and project closure.
- Coordinate with relevant ADRA regional and international communication structures, consortium partners, donors and other stakeholders where required.
- Maintain consistent organizational messaging across different projects and communication channels.
2.2 Desktop Publishing, Graphic Design and Publication Production
Advanced desktop publishing capability is a core requirement of this position.
The Communications Officer will independently design and produce professional communication and publication materials, including:
- Annual and periodic reports;
- Project and organizational profiles;
- Factsheets and programme briefs;
- Newsletters;
- Brochures, booklets and leaflets;
- Case studies and success stories;
- Human-interest publications;
- Infographics and data visualizations;
- Posters, banners and event materials;

The Officer will be expected to have advanced practical proficiency in professional desktop publishing and graphic-design software, particularly:

- Adobe Illustrator: vector graphics, illustrations, diagrams and infographics;
- Adobe Photoshop: professional photo editing, optimization and visual design;
- Adobe Acrobat Pro: professional PDF production, optimization and pre-press preparation;

Knowledge of additional multimedia and design applications, including Adobe Premiere Pro, After Effects, Lightroom or equivalent professional software, will be an advantage.
The Officer will be responsible for taking products through the complete production cycle: concept development → content organization → design → layout → editing → quality assurance → approval → final publication/production.
The Officer will ensure that all designed materials maintain strong visual hierarchy, typography, alignment, colour consistency, appropriate image resolution, accessibility, readability and professional print/digital production standards.
2.3 Content Development, Writing and Editing
- Research, draft, edit and proofread high-quality communication content in clear and compelling English.
- Translate complex technical programme information into accessible language suitable for non-technical audiences.
- Produce human-interest stories, success stories, beneficiary profiles, project updates, feature articles, programme briefs, web content and donor-facing communications.
- Develop strong narratives demonstrating programme results, changes in people's lives, innovation, localisation, partnerships and lessons learned.

- Undertake high-quality field photography documenting ADRA Somalia's programmes, activities, results and human impact.

- Record and produce short-form video content, interviews, testimonials, project documentaries and social-media videos.
- Undertake basic to intermediate video editing, including sequencing, transitions, subtitles, branding, sound optimization and export for different digital platforms.

- Establish and maintain an organized digital photo and video library that can be searched by project, location, date, donor and activity.

- Develop engaging content for ADRA's approved digital and social-media platforms.

- Support digital campaigns around major programme milestones and relevant national and international observance days.
- Monitor basic digital analytics and use performance information to improve content quality and audience engagement.

2.6 Donor Communication and Visibility Compliance
- Develop and maintain a clear understanding of communication and visibility requirements of ADRA Somalia's principal institutional donors.
- Review grant agreements, communication plans and donor visibility requirements and translate them into practical communication actions.
- Work with programme teams to ensure required donor visibility is incorporated throughout implementation.
- Ensure correct application of donor logos, acknowledgements, disclaimers, branding, signage and other visibility requirements.
- Maintain appropriate records and evidence of communication and visibility activities for reporting and audit purposes.

The Communications Officer will regularly travel to programme locations to document implementation and results.

4. Required Qualifications and Experience
Education
- Bachelor's degree in Communication, Journalism, Media Studies, Graphic Design, Digital Media, Public Relations, Development Communication, Marketing or another closely related discipline.
- Professional certification or specialized training in graphic design, desktop publishing, photography, videography or multimedia production is highly desirable.
Professional Experience
- Minimum 4–5 years of progressively responsible professional experience in communications, journalism, graphic design, media, public relations or development communications.
- Demonstrated experience working in humanitarian, development, NGO, UN or donor-funded programme environments is strongly preferred.
- Experience producing communication materials for international institutional donors is highly desirable.
- Experience working in Somalia is strongly preferred.
- Demonstrated experience conducting field-based documentation and gathering stories from communities.
5. Mandatory Technical Competencies

8. Portfolio Requirement
Given the technical nature of this position, submission and assessment of a professional portfolio shall be mandatory as part of the recruitment process.
Shortlisted candidates should be required to provide samples demonstrating their personal contribution to:
- Multi-page report/publication design;
- Factsheet or brochure design;
- Infographic/data visualization;
- Social-media graphics;
- Professional photography;
- Human-interest or feature writing; and
- Video/multimedia production, where available.
Candidates should clearly indicate which elements of submitted portfolio products they personally designed, wrote, photographed or edited.
ADRA reserves the right to verify authorship of submitted portfolio materials.
9. Safeguarding, Ethics and Accountability
The Communications Officer must uphold ADRA's policies and standards relating to safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), child protection, data protection, informed consent, confidentiality and ethical communication.
Care must be exercised when photographing, interviewing or publishing information relating to children, survivors, displaced populations and other vulnerable individuals.
All communications should preserve the dignity, agency and privacy of the people represented and avoid exploitative, stereotypical or demeaning portrayals.
10. Application Requirements
Applicants should submit an updated CV, cover letter and comprehensive professional communications portfolio, including samples of personally designed publications, professional writing, photography and multimedia/video work, where available. The portfolio should clearly demonstrate the applicant’s hands-on proficiency in desktop publishing, graphic design and production of high-quality communication materials. Applications without adequate evidence of professional desktop publishing and design capability will not be considered.
