Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve
suffering caused by war and armed violence.
In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver
life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they
are and what side of the front line they are on.
We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to
improve their living conditions and urging compliance with international humanitarian law to protect non-combatants,
including from digital threats.
Purpose
The Protection of Family Links (PFL) Field Officer contributes to the implementation and monitoring of ICRC PFL activities
in Somalia. The core focus is on ICRC supporting SRCS Restoring Family Links (RFL) programmes and activities related
to civilians. Additionally, the PFL FO can be asked to support ICRC’s PFL activities in places of detention.
This role involves frequent travel across Somalia.
This is a national/resident position based in Mogadishu, Somalia.
Accountabilities & functional responsibilities
- Contributes to the identification of PFL needs at national level and supports in the implementation of the PFL
strategy
- Carries out regular visits to SRCS RFL offices in Somalia and provides on-site coaching to the RFL SRCS officers
and volunteers
- Conducts regular PFL field assessments jointly with the SRCS RFL teams or as part of ICRC multidisciplinary
teams
- Conducts quality checks of tracing requests and follow-up activities and provides technical support to the SRCS
- Ensures that proper flow of information and follow up of individual tracing cases are done in timely manner and
on monthly basis
- Supports the implementation of management of the dead activities (logistics, administration,
translation/coordinating translation, and guide on budgetary requirements)
- Liaises locally with the different stakeholders and external contacts (IDPs camps, local authorities, NGOs and
other agencies) on the different PFL issues of interest
- Develops and maintains a network of relevant contacts among local authorities, traditional leaders, humanitarian
organizations and members of civil society
- Participates in meetings relating to PFL, and drafts minutes of meeting in timely manner
- Prepares and analyses reports on PFL needs and activities
