Job Description

Médecins Sans Frontières (MSF) is an independent international medical humanitarian organization providing assistance to people affected by armed conflicts, epidemics, natural or non-natural disasters, or persons excluded from access to health care. The organization has health projects in more than 70 countries. MSF France has had a significant presence in Kenya since 1996. In Mathare Lavender House Clinic, MSF runs a 24-hour SGBV Clinic for victims of sexual and gender-based violence and an emergency program that provides pre-hospital care and trauma/medical stabilization. We also have a clinic in Dandora offering youth-friendly services to those between the ages of 10 to 24 years. All our services are free including a toll-free hotline. MSF France Mathare project is looking to fill the position of a Project Medical Referent . The successful candidate reports hierarchically to the Project Coordinator and functionally to the Medical Coordinator. Objective of the Position: Participates in defining, planning and monitoring medical activities and programs in the project in accordance with MSF's protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by MSF Responsibilities include but not limited to: In collaboration with the Project Coordinator, Medical Coordinator and the rest of team, defines, implements and monitors medical activities, according to MSF project plans, standards and protocols. Revise medical operational strategy for SGBV/SRH activities, including new sites, mobile clinic for youth and mental health strategy for project. Regular analysis of context and emergencies/outbreaks in project catchment area. Participates in exploratory missions, situation assessments and the development of the project policy, annual plan, budget review and project proposal. Keep regular contact with project main partners, regularly update project stakeholders list and accompany PC for partner engagement meetings Regularly follow up projects indicators link to medical strategy and propose adjustments when needed; analyse data, provide monthly, quarterly and annual reports. Provide technical support to medical managers and supervisors under his/her supervision through self-knowledge, guiding on MSF policies and protocols, creating safe spaces for discussion and collaborative decision-making possibilities. Support implementation of Medical operational strategy of project by defining HR need, medical resources training needs and ensuring implementation of MSF/MOH medical guidelines. Supervises an efficient management of the MSF field pharmacy and medical equipment, in collaboration with the Logistics department and project biomedical service. Monitors consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage. Implements the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure MSF staff health. Support implementation of Mobile outreach clinics and OPD exchange with MOH staff in Dandora Youth clinic, by providing guidance on choice of spots for mobile outreach, defining and following medical package provided and support discussion with MOH partner for exchange of nurses in order for capacity building and improve access of care for Youth Lead implementation of IPC plan in MSF clinic (Lavendar House) and supported SGBV sites Support ambulance referral process through engagement with referral hospitals, support external test payments and SHA inclusion Qualifications & Requirements: Education: Clinical officer and/or medical doctor or paramedical degree (nurse) Experience: Essential 2 years and more working experience with MSF as medical activity manager, MTL /managerial role. Desirable experience in SRH/SGBV and/or emergency care Languages: Fluency in English and Kiswahili is a must; other local language is a plus Competencies/Skills: Essential computer literacy (word, excel and internet); Strategic Vision; Leadership and People Management; Planning and Teamwork Applicants MUST be Kenyan nationals and have the necessary statutory documents (ID, NSSF, NHIF, and a PIN certificate).
