Job Description About Jubaland Development Organization (JDO) Jubaland Development Organization (JDO) is a registered Somali non-governmental organization (NGO) established in June 2006 by Somali professionals committed to improving the lives of vulnerable communities in the Jubaland region of Somalia. JDO was founded in response to the deteriorating humanitarian conditions facing families in Somalia and in particular the Jubas, who have endured over two decades of prolonged conflict, recurrent droughts, flooding , and political instability . These compounded crises have severely limited access to essential services such as clean water, sanitation, healthcare, education, and agricultural infrastructure. The organization serves as a platform to support, empower, and raise awareness for the most marginalized and crisis-affected populations, particularly those lacking basic services and sustainable means of survival. About the Job/Job Description Terms of Reference Active job postingsGovernment job vacancies Position Title: Project Manager – WASH Location: Jubaland State, Somalia Reports to: Program Manager Organization: Jubaland Development Organization (JDO) Job Purpose: The WASH Project Manager is responsible for the overall planning, coordination, implementation, and supervision of Water, Sanitation, and Hygiene (WASH) projects at all stages of the project cycle. This includes overseeing infrastructure rehabilitation, hygiene promotion at community and health facility levels, and the distribution of WASH non-food items (NFIs), ensuring adherence to technical standards, timelines, budgets, and donor requirements. The Project Manager will ensure quality delivery of WASH interventions, manage a dedicated team, and collaborate with relevant government entities, humanitarian partners, and community structures to achieve project objectives. Additionally, the role involves capacity building, technical guidance, and contributing to future program development through context analysis and needs assessments. Key Responsibilities: 1. Technical Leadership Project Implementation Lead WASH needs assessments in collaboration with local authorities and stakeholders. Ensure that WASH projects are implemented in line with technical specifications, organizational standards, and donor requirements. Provide technical oversight for infrastructure activities, including water points, latrines, and hygiene facilities at the community and health facility level. Oversee the distribution of WASH NFIs, ensuring fair, transparent, and well-documented processes. Ensure integration of hygiene promotion with infrastructure interventions. Prepare and review technical documentation, including designs, BoQs, work plans, procurement plans, and progress reports. Government job vacanciesActive job postings 2. Capacity Building Supervision Mentor and support WASH team members through continuous technical and managerial guidance. Organize training for project staff, community health workers, and health facility staff on WASH-related topics. Build the capacity of local government partners and community structures in WASH operations and maintenance. Conduct regular performance reviews and staff development planning. 3. Monitoring, Quality Assurance Reporting Conduct regular field visits to monitor activities and ensure high-quality outputs. Ensure strong documentation of activities and timely submission of weekly and monthly progress reports. Maintain up-to-date records on project implementation, including beneficiary lists, distribution records, and site visit reports. Support data collection for internal and external evaluations. Ensure that cross-cutting themes such as gender, protection, inclusion, and accountability are mainstreamed throughout the project. 4. Procurement Operations Develop and manage project procurement plans in coordination with the logistics and procurement team. Ensure timely procurement and delivery of quality WASH materials and supplies. Coordinate with technical teams to conduct material inspections and quality control. Oversee and track project expenditures to ensure alignment with budget. 5. Coordination Representation Represent JDO in regional and district-level WASH coordination forums and clusters. Liaise with relevant government departments, especially Water and Health ministries, for project approvals, collaboration, and information sharing. Maintain effective communication and collaboration with other project sectors within JDO (e.g., Health, Nutrition, Livelihoods). 6. Emergency Response Participate in emergency assessments and support rapid WASH interventions during crises. Ensure compliance with organizational safety, health, and security protocols during emergency operations. 7. Safeguarding Accountability Promote community participation and ensure feedback mechanisms are in place and functioning. Uphold JDO’s safeguarding principles and promptly report concerns following proper channels. Disseminate information about expected staff conduct, complaints mechanisms, and community rights. Practice and promote a safe and respectful working environment for all, especially vulnerable groups. 8. Gender and Inclusion Ensure gender-sensitive programming by incorporating inclusive approaches in planning, implementation, and monitoring. Support gender action plans and monitor progress toward gender equity in WASH activities. Qualifications & Requirements Bachelor's degree in Water Resources, Hydraulic Engineering, Sanitary Engineering, Environmental Engineering, or a related field. Minimum 4 years of relevant experience in managing WASH projects in humanitarian and development contexts. Proficiency in project cycle management and technical aspects of WASH infrastructure. Strong knowledge of AutoCAD and other relevant design and planning software. Fluent in English and Somali, both written and spoken. Experience working with local authorities and communities in Somalia, particularly in Jubaland. Strong organizational, team leadership, and interpersonal communication skills.
