Scofield Associates is urgently seeking two consultants for short-term engagements with a client. One consultant will be based in Kenya and one in Senegal.
Role overview
The consultants will lead country-level coordination and provide technical support on digital policy, data governance, and stakeholder engagement.
Required qualifications
- Master’s degree in digital governance, public policy, economics, or a relevant field.
- The candidate must have a minimum of 7 years of professional experience in the relevant country.
- The candidate should possess experience in developing data and developing digital policies or regulations.
- Experience supporting public-private partnerships and collaboration between government, academia, the private sector, and civil society.
- Strong understanding of the national and regional digital private sector landscape, including players in data infrastructure, tech startups, research institutions, and innovation hubs.
- Strategic understanding of emerging technologies such as AI, big data, and IoT and their use in socioeconomic development.
- The candidate should possess a strong understanding of the local context, regulations, culture, and language.
- The candidate should have participated in at least two similar projects in the respective country.
- Project management certification is an advantage.
Key tasks
- Coordinate country-level project activities and ensure timely delivery of outputs.
- Support stakeholder mapping and engagement across government, the private sector, academia, and civil society.
- Provide analysis on national digital and data governance frameworks.
- Identify gaps and opportunities in the digital ecosystem and propose improvements.
- Prepare meeting notes, briefs, and recommendations for the client.
- Provide structured progress updates to the Scofield Associates team.

- Country-level stakeholder mapping report.
- Advisory notes on digital governance, data policy, and ecosystem strengthening.
- Structured inputs to project reports and client deliverables.
- End of assignment report.
