Background

Deegaan Relief Services (DRS) is a Somali national non-governmental organization committed to improving the resilience and livelihoods of vulnerable communities across Somalia through integrated humanitarian, recovery, climate resilience, and development programming. DRS works closely with government institutions, UN agencies, donors, and local communities in implementing interventions across sectors including climate resilience, agriculture, food security, natural resource management, governance, livelihoods, and emergency response.

To strengthen programme quality, coordination, donor engagement, and strategic growth, DRS seeks to recruit a qualified and experienced Programme Specialist to support the management and expansion of its portfolio across Somalia.

Purpose of the Position

The Programme Specialist will provide technical and strategic support in the planning, implementation, coordination, monitoring, reporting, and business development of DRS programmes across Somalia. The role will support programme quality assurance, donor engagement, proposal development, partnerships, and coordination with stakeholders.

Key Responsibilities

4.1 Programme Management and Coordination

Support the implementation and oversight of DRS projects and programmes.

Coordinate project planning, implementation tracking, and reporting processes.

Ensure programme activities are implemented in line with approved work plans, donor requirements, and organizational standards.

Facilitate coordination between technical teams, field offices, and partners.

4.2 Technical Support and Quality Assurance

Provide technical support on resilience, climate adaptation, food security, agriculture, natural resource management, and community governance programming.

Ensure quality assurance and compliance with donor and organizational requirements.

Support development of technical tools, guidelines, and implementation frameworks.

4.3 Proposal Development and Business Development

Lead and support proposal development processes.

Identify funding opportunities and contribute to resource mobilization efforts.

Coordinate concept note and proposal writing for institutional donors and UN agencies.

Support partnership development and strategic engagement.

4.4 Monitoring, Reporting, and Documentation

Support preparation of high-quality donor reports.

Ensure timely collection and analysis of programme data.

Document lessons learned, success stories, and best practices.

Support programme visibility and communication activities.

4.5 Stakeholder Engagement and Coordination

Liaise with government ministries, UN agencies, NGOs, donors, and community structures.

Represent DRS in coordination meetings and technical forums where delegated.

Support community engagement and participatory planning processes.

Qualifications & Requirements

. Qualifications and Experience Education

Bachelor’s degree in Development Studies, Agriculture, Climate Change, Environmental Management, Project Management, Social Sciences, or related field.

Master’s degree is an added advantage.

Experience

Minimum of 5 years of relevant professional experience in humanitarian and development programming.

Proven experience working with NGOs, UN agencies, or donor-funded programmes.

Experience in proposal development and donor reporting.

Experience in climate resilience, food security, natural resource management, or livelihoods programming is highly desirable.

Required Competencies

Strong analytical and organizational skills.

Ability to work under pressure and manage multiple priorities.

Excellent interpersonal and stakeholder engagement skills.

Proficiency in Microsoft Office applications.

Fluency in English and Somali.
