JOB PURPOSE
WFP Somalia is seeking Programme Policy Officer (CBT/Identity management) is responsible for overseeing the implementation of cash and
voucher-based assistance programs. This role ensures that all activities comply with WFP policies and procedures and involves collaborating with
both internal teams and external partners to research, design, and refine program strategies. The officer supervises daily operations, supports
WFP staff, monitors program outcomes, contributes to reporting requirements, and identifies lessons learned to improve future interventions. The
goal is to deliver effective digital cash assistance to vulnerable populations while maintaining high standards of compliance, coordination, and
continuous improvement.
WFP Somalia is providing In-kind and Cash assistance to vulnerable populations yearly through relief, school feeding, livelihoods, safety nets,
nutrition, food systems and livelihoods as well as capacity strengthening for key government line Ministries. To run properly the above programmes
and in an accountable way to the beneficiaries, the government, the donors and the stakeholders, WFP Somalia is seeking a staff with the right
skills to fulfil various tasks.
KEY ACCOUNTABILITIES: (not all-inclusive, within delegated authority)
- To lead and/or manage the generation of the VAM evidence base that supports food security and nutrition analysis and programmes (e.g. IPC
seasonal food security assessments, SMART surveys, emergency food security assessment, rapid needs assessment, programme design, costeffectiveness analysis, and operational efficiency).
- Collaborate with the PPO DAS, AO Programme team, internal teams, and external stakeholders (including cooperating partners) to research,
design, and implement cash and voucher-based programs, including operational arrangements.
- Supervise the day-to-day management and implementation of the programme, addressing operational issues, raising awareness on program
objectives and assistance transfer procedures, interacting with programme stakeholders (such as WFP partners and government departments),
and coordinating with ongoing programmes. This includes providing training and support to WFP staff on good practice guidelines.
- Ensure the programme remains compliant with all WFP policies and procedures.
- In cooperation with stakeholders, recommend ways to refine the programme to improve services for beneficiaries and facilitate implementation
by WFP.
- Ensure coordination of field-level monitoring of implementation, including outputs and outcomes.
