Job Title: MIDWIFE ACTIVITY MANAGER
Work

Length of contract: Fixed term (1year) 100% with 3 monthsβ probation period.
Position Scope
This is a project-level position responsible for midwifery and SRH activities across both Galkayo South and Galkayo
North. The duty station is Galkayo South. The position holder is expected to provide balanced support to both locations
on an approximately 50/50 basis through regular field presence and remote follow-up. The work schedule may be
adjusted by the MTL according to medical and operational priorities.
Main Purpose:
To define, coordinate, monitor and evaluate all midwifery, maternity and sexual and reproductive health (SRH) activities
across the Mudug Project (GAN and GAS), in accordance with MSF policies, protocols and standards, in order to ensure
safe, high-quality, respectful and patient-centred maternal, newborn and reproductive healthcare.
Accountabilities
β Planning, organizing and ensuring the implementation and supervision, in close collaboration with other
medical staff, all Sexual and Reproductive health activities. Participating in the definition and update of annual
project planning and budget, and if needed, in any emergency activity or exploratory visit in or out of the project
area
β Informing other medical managers or doctors about any possible serious problem or complication (i.e.
worsening of state of patients, problems in medicines, etc.). Coordinating and assessing the feasibility for
referral of pregnant women to receive further medical evaluation, in order to manage efficiently the resources
needed for delivering MCH care while keeping good quality levels.
β Assisting and collaborating with the field doctors and nurses when required (normal or complicated deliveries,
SV cases, etc.), to complement the existing human resources and contribute to the resolution of complicated
cases. Ensuring the new-born babies are followed up correctly since delivery and until discharge and that all
pregnant women and new born children are referred to the Extended Program on Immunization (EPI).
β Managing the midwife and maternity staff in the project. Planning and supervising the associated HR processes
(recruitment, training, performance evaluation, motivation, internal/external communication, etc.) in order to
improve staff capabilities and to ensure both the sizing and the amount of knowledge required
β Ensuring and supervising the implementation of protocols by all staff under her responsibility in order to
improve the quality of the healthcare given to population and to prevent any infection due to staff malpractices
β Supervising the proper management/distribution of drugs and use of materials, keeping track of consumption
patterns and supply orders, and monitoring inventories, together with the project pharmacist supervisor &
logistician/supply. Training the midwife and maternity staff in order to ensure having minimum levels of stock
to carry out the activities of the project and a rational and appropriate use of material resources
β In coordination with the project biomedical service supervising the appropriate use of medical devices and
anticipating and communicating future needs.
EXTERNAL/INTERNAL VACANCY
β Supervising administrative procedures and documents, analyzing routine data for monitoring purposes, and
being responsible for the collection and analysis of medical statistics and reporting of SRH activities
(participation in epidemiological reports and monthly reports according to guidelines) in order to have updated
and correct information about the day-to-day activity in the project and to provide support in the decisionmaking
β Note: 1. SRH Activities include: antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and
CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, female
genital mutilation, reproductive tract infections and Fistula care.
β Note: 2. BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics,
anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted
vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation. 3.
CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean
section, hysterectomy, laparotomy), safe blood transfusion and care to sick and low birth weight new-born)
Context Specific Accountabilities
Overall:
β Develop a project-wide SRH work plan and maintain balanced follow-up of GAN and GAS, with an indicative
50/50 allocation. Agree the physical-presence and remote-follow-up schedule with the MTL and adjust it when
medical or operational priorities change.
β Participate in the annual plan revisions and provide suggestions and recommendations to improve SRH
activities.
β Work closely with Activity Managers, Medical Activity Managers, Nursing Team Supervisors, Midwife
Supervisors and other relevant colleagues to ensure coordinated patient care, clear responsibilities and
continuity between locations. In collaboration with the IPC Supervisor and relevant department managers,
ensure adherence to IPC standards in all supported SRH services, including hand hygiene, environmental
cleaning and disinfection, transmission-based precautions, surgical-site infection prevention, episiotomy care
and catheter-related bloodstream-infection prevention. Participate actively in the IPC committee. Take the lead
in analyzing and narrating the Sexual and Reproductive Health part of the Monthly Medical Report (MMR).
β Conduct regular supportive supervision and patient-file spot checks in maternity, ANC, PNC and SV/SGBVrelated servicesin GAN and GAS. Document findings, agree corrective actions and monitor completion. Support
the MTL in analysing the drug and medical materials consumption, preparing drug/medical material forecasting
(daily, weekly, monthly) etc. necessary for SRH department & the project medical orders and patientssupport.
β Conduct random patient files spot-check to ensure proper documentation, compliance with MSF medical
protocols and good practices (on a regular basis and in collaboration with the other team members).
β Identify emerging community needs and service gaps in the SRH domain within the project catchment areas
and propose realistic, evidence-based responses. Monthly Initiate the Maternal and Perinatal Death
Surveillance review of the in Maternity department as well and report within the 48 hours all medical incidents
that have occurred.
β Ensure all the clients are receiving the Birth Spacing methods based on their need in a transparent and informed
decision making.
β Support Midwives to provide confidential post abortion care, based on each patientβs individual clinical needs
and informed choices, in accordance with MSF protocol
Maternity:
β Assesslearning needs and strengthen the competencies of Midwife Supervisors, Midwives and maternity teams
in GAN and GAS through coaching, bedside mentoring, on-the-job training, and face-to-face sessions and
approved remote-learning support.
β Develop effective communication mechanism with the project team to continuously provide the needed
support (when IMS team are working remotely from Nairobi).
β Developing relevant SOPs for the different midwifery procedure and ensuring their appropriate use
β Ensure proper implementation of Kangaroo Mother Care, Zero separation and breastfeeding protocolsfor Lowbirth weight, Sick and well newborns.
β Ensure timely referral for comprehensive neonatal care of all New Born with medical complication, early
communication with Neonatology unit based on risks factors identified/prognosis during pregnancy or labour
period.
SGBV:
β Lead the effective implementation of confidential, survivor-centered medical care forsurvivors of SGBV within
MSF-supported services, including the development and delivery of training and coaching so that Midwives,
Medical Doctors and other relevant staff can identify, receive and manage cases safely, sensitively and
confidentially
β In coordination with the MTL and PC, collaborate with appropriate health and protection service providers to
strengthen referral pathways and support comprehensive care services for survivors,
β Ensuring accurate, anonymized and timely data collection on all maternal and reproductive health services
including SGBV.
β Provide functional supervision and technical guidance to the SGBV focal persons and other relevant staff, and
contributing to their performance evaluations to maintain high-quality service delivery
