POSITION SUMMARY:

The MEAL Manager is responsible for providing strategic leadership and technical oversight for the design, implementation, and continuous improvement of DEH’s Monitoring, Evaluation, Accountability and Learning systems.

The position ensures that all programmes and projects have robust monitoring frameworks, reliable data collection systems, effective accountability mechanisms, and strong learning processes that support evidence-based decision-making and programme quality improvement.

The MEAL Manager will work closely with programme teams, senior management, donors, and partners to ensure that programme results are effectively measured, documented, and utilized for organizational learning and adaptive management

ESSENTIAL JOB FUNCTIONS:

A. Strategic MEAL Leadership (25%)

MEAL Systems Strengthening

Provide strategic leadership for the development and implementation of organization-wide MEAL systems and frameworks.

Ensure all projects have approved results frameworks, logical frameworks, indicator tracking tables, and monitoring plans.

Develop and standardize MEAL tools, methodologies, and reporting systems across all programmes.

Promote the integration of MEAL into project design, implementation, reporting, and learning processes.

Ensure alignment of MEAL systems with donor requirements and humanitarian standards.

Programme Quality Assurance

Support programme teams in designing measurable indicators and performance targets.

Ensure programme implementation is informed by quality data and evidence.

Promote data-driven decision-making throughout the organization.

B. Monitoring, Evaluation and Research (35%)

Monitoring Systems

Oversee routine monitoring activities across all programmes.

Ensure timely collection, verification, analysis, and reporting of programme data.

Conduct regular field monitoring visits to assess programme quality and performance.

Ensure indicator tracking systems are updated and maintained.

Evaluations and Assessments

Lead baseline surveys, needs assessments, mid-term reviews, end-line evaluations, and impact assessments.

Develop Terms of Reference for evaluations and research studies.

Coordinate external consultants and evaluation teams where required.

Ensure findings are disseminated and utilized for programme improvement.

Data Quality Management

Establish and implement Data Quality Assurance (DQA) procedures.

Conduct regular data verification and validation exercises.

Ensure accuracy, completeness, timeliness, and reliability of programme data.

Strengthen data management and documentation systems.

Digital Data Systems

Lead the use of digital data collection platforms including Kobo Toolbox, ODK, CommCare, and similar systems.

Promote innovative approaches to data collection, visualization, and analysis.

Support the development of dashboards and automated reporting systems.

C. Accountability to Affected Populations (AAP) (20%)

Community Feedback and Complaints Mechanisms

Establish and strengthen community feedback and complaints mechanisms.

Ensure communities have safe, accessible, and responsive channels for providing feedback.

Monitor responsiveness and closure of complaints and feedback cases.

Produce periodic accountability reports and trend analyses.

Beneficiary Engagement

Promote meaningful participation of communities in programme planning, implementation, monitoring, and evaluation.

Ensure beneficiary perspectives are incorporated into programme decision-making.

Support community consultations and feedback sessions.

D. Learning and Knowledge Management (15%)

Organizational Learning

Lead learning reviews, reflection workshops, and after-action reviews.

Facilitate documentation of lessons learned, best practices, case studies, and success stories.

Promote adaptive management through evidence-based learning processes.

Ensure evaluation findings are translated into actionable recommendations.

Knowledge Management

Develop systems for capturing, storing, and sharing organizational knowledge.

Support production of learning briefs, technical reports, and knowledge products.

Promote cross-programme learning and information sharing.

E. Leadership and Team Management (5%)

Provide leadership, mentoring, coaching, and performance management to MEAL Officers.

Develop capacity-building plans for MEAL staff.

Foster a culture of accountability, learning, innovation, and continuous improvement.

Participate in senior management meetings and contribute to strategic planning processes.

Prepare periodic MEAL reports and presentations for the Executive Director and senior management.

Qualifications & Requirements

QUALIFICATIONS

AND

EXPERIENCE:

Essential Qualifications

Bachelor’s Degree in Monitoring and Evaluation, Statistics, Public Health, Social Sciences, Development Studies, Economics, Demography, International Development, or a related field.

Desirable Qualifications

Master’s Degree in Monitoring and Evaluation, Public Health, Statistics, Development Studies, International Development, Research Methods, or a related discipline.

Professional Experience

Minimum of five (5) years of progressively responsible experience in Monitoring, Evaluation, Accountability and Learning within humanitarian and development organizations.

Minimum of three (3) years in a supervisory or management role.

Demonstrated experience managing donor-funded programmes.

Proven experience conducting surveys, assessments, evaluations, and research studies.

Experience establishing and managing Accountability to Affected Populations (AAP) systems.

Experience designing and managing digital data collection systems.

Experience developing MEAL frameworks, IPTTs, and performance monitoring plans.

Technical Competencies

Strong knowledge of monitoring and evaluation methodologies and frameworks.

Strong understanding of Accountability to Affected Populations (AAP) principles.

Familiarity with humanitarian standards including Sphere Standards, CHS, and accountability frameworks.

Advanced skills in data analysis and interpretation.

Proficiency in Kobo Toolbox, ODK, CommCare, Power BI, Excel, SPSS, STATA, or similar software.

Excellent report-writing and presentation skills.

Strong facilitation and training skills.

LANGUAGE REQUIREMENTS

Essential:

Excellent written and spoken English.

Fluency in Somali.
