Background

Wamo Relief and Rehabilitation Services (WRRS) is a Somali national humanitarian and development organization working to support vulnerable and crisis-affected communities through integrated humanitarian and development programming.

WRRS is implementing a sustainable development and resource management project in Afmadow District, Lower Juba, aimed at strengthening livelihoods, resilience and sustainable management of natural resources among vulnerable communities.

WRRS is seeking a qualified and experienced MEAL Coordinator to lead the project’s monitoring, evaluation, accountability and learning functions and ensure that reliable evidence is generated, analysed and used to improve programme quality, accountability and results.

Position Purpose

The MEAL Coordinator will be responsible for establishing and coordinating effective monitoring, evaluation, accountability and learning systems throughout the project cycle.

The position will lead project performance monitoring, data management and quality assurance, accountability and feedback mechanisms, learning processes, assessments and evaluations, while providing technical support to programme staff to ensure that project results are accurately measured, documented and reported.

The MEAL Coordinator will also support evidence-based decision-making, adaptive management and continuous programme improvement.

Key Responsibilities

A. MEAL System Development and Programme Planning

•

Develop and maintain the project MEAL plan, monitoring framework and indicator tracking system in line with the approved project design and logframe.

•

Support programme teams to define, monitor and track indicators, targets and means of verification.

•

Develop and review appropriate monitoring and data-collection tools.

•

Ensure MEAL requirements are incorporated into project planning and implementation.

•

Support the establishment and maintenance of appropriate project databases and information-management systems.

•

Ensure relevant data is appropriately disaggregated by sex, age, disability and other applicable variables.

B. Monitoring and Performance Tracking

•

Conduct regular monitoring and supervision visits to project implementation sites.

•

Track progress against project indicators, outputs, outcomes and targets.

•

Conduct beneficiary follow-up and monitor participation, satisfaction and emerging implementation challenges.

•

Identify implementation gaps, underperformance and data discrepancies and communicate findings to project management.

•

Support programme teams to develop and follow up corrective actions.

•

Maintain an updated project performance and indicator tracking system.

•

Participate in joint monitoring exercises with relevant stakeholders where required.

C. Data Management and Quality Assurance

•

Coordinate routine data collection, compilation, cleaning, verification and analysis.

•

Support the use of digital data-collection platforms such as KoboToolbox/ODK where appropriate.

•

Conduct routine data verification, spot checks and source-document reviews.

•

Coordinate and conduct periodic Data Quality Assessments (DQAs).

•

Ensure reported results can be traced to appropriate source documents.

•

Identify data-quality issues and work with programme teams to address them.

•

Maintain accurate, secure and confidential project information and records.

D. Accountability to Affected Populations

•

Support the establishment and implementation of appropriate complaints and feedback mechanisms.

•

Ensure community feedback and complaints are properly documented, analysed, referred and followed up.

•

Track feedback, complaints and responses and maintain appropriate records.

•

Support community consultations and beneficiary satisfaction monitoring.

•

Ensure accountability findings inform programme improvement and decision-making.

•

Promote accountability approaches consistent with relevant standards, including the Core Humanitarian Standard (CHS).

E. Evaluation, Learning and Programme Improvement

•

Coordinate and support baseline, interim and final evaluation processes.

•

Support the planning and implementation of assessments and other learning exercises.

•

Facilitate periodic reflection and learning sessions with project teams and relevant stakeholders.

•

Analyse monitoring findings and identify lessons learned, good practices and areas requiring improvement.

•

Document lessons learned, challenges, good practices and corrective actions.

•

Support programme teams to use evidence and learning for adaptive management and improved programme quality.

F. Reporting and Information Management

•

Compile and analyse routine monitoring data and provide regular MEAL updates to project management.

•

Support the preparation of timely project, donor and other required reports.

•

Provide accurate MEAL data and supporting evidence for programme reporting.

•

Maintain a MEAL and reporting calendar and ensure relevant deadlines are met.

•

Support documentation of project results, lessons learned and evidence of change.

•

Contribute to project reviews, evaluations and end-of-project reporting.

G. Capacity Building and Technical Support

•

Provide technical support and coaching to programme staff on MEAL systems, tools, data collection and reporting.

•

Build the capacity of staff and relevant community structures on monitoring, data quality, accountability and learning.

•

Support programme teams in the effective use of MEAL findings and data.

•

Promote consistent use of standard monitoring and reporting tools across project activities.

H. Coordination

•

Work closely with the Project Manager and technical project staff to ensure effective implementation of MEAL activities.

•

Coordinate with relevant local authorities, community structures and other stakeholders during monitoring, assessments and evaluations.

•

Participate in project coordination, review and learning meetings.

•

Represent the MEAL function in relevant coordination and technical meetings when delegated.

Qualifications & Requirements

Qualifications and Experience

Essential

•

Bachelor's degree in Monitoring and Evaluation, Development Studies, Social Sciences, Statistics, Economics, Information Management or a related field.

•

Minimum of 4 years of relevant experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.

•

Demonstrated experience in developing and implementing MEAL systems, monitoring frameworks and indicator tracking systems.

•

Practical experience in quantitative and qualitative data collection, data management, analysis and reporting.

•

Experience conducting Data Quality Assessments, monitoring visits, spot checks and data verification.

•

Experience supporting baseline studies, evaluations, assessments and learning activities.

•

Experience with digital data-collection platforms such as KoboToolbox, ODK or similar systems.

•

Good knowledge of Microsoft Excel and data-management tools.

•

Experience in complaints and feedback mechanisms and accountability to affected populations.

•

Strong analytical, report-writing and communication skills.

•

Good written and spoken English and Somali.

•

Willingness and ability to travel to project implementation locations in Lower Juba.

Desirable

•

Experience working with BMZ-funded projects.

•

Experience supporting external evaluations and donor monitoring missions.

•

Training or certification in MEAL, project management, data management or a related discipline.

•

Experience working in conflict-affected or complex operating environments.

Reporting Line

The MEAL Coordinator will report to the Project Manager and will work closely with project technical staff, community structures, local authorities and other relevant stakeholders.

The position will provide MEAL technical support across the project’s implementation areas and ensure that monitoring, accountability, learning and evidence-generation processes are effectively integrated into programme implementation.
