1. Background: The Federal Government of Somalia passed a new data protection law – the Somali Data Protection Law (DPL) 2023 – that requires the establishment of the Somali Data Protection Authority (DPA) to oversee the implementation of the law. Established in 2023, the DPA is the Federal Government body mandated to implement and enforce compliance with the DPL and formulate national regulations related to data protection and privacy.
To support its mission of promoting transparency, accountability, and public awareness regarding data privacy rights and obligations, the DPA seeks to engage a Marketing, Communication & Engagement Consultant. This role will be instrumental in developing and executing effective strategies to raise awareness, foster stakeholder engagement, and enhance public trust in the Authority.
2. Responsibilities: The primary objective of this consultancy is to leverage the consultant’s expertise in marketing, communication, and stakeholder engagement to support DPA achieve its mission. The consultant will support DPA increase public awareness about the country’s data protection laws, build strong relationships with key stakeholders, and enhance the Authority’s digital presence and communication strategies.
responsible for a range of strategic and operational tasks; In collaboration with a consulting firm, the consultant will develop and initiate the implementation of a comprehensive 3–5 year marketing and communication strategy and action plan for the Data Protection Authority (DPA); A key part of the role involves creating engaging content tailored for various platforms, including social media, newsletters, and press releases; The consultant will also organize public awareness campaigns and stakeholder engagement workshops to foster understanding and support for the DPA’s objectives; The consultant is also required to deliver training sessions to DPA staff on effective media relations and stakeholder engagement practices. Enhancing the Authority’s digital footprint and social media presence is another crucial responsibility, as is building and maintaining strong relationships with key stakeholders such as government entities, businesses, and media outlets. To ensure continuous improvement, the consultant will monitor and evaluate the effectiveness of all marketing and communication initiatives. Furthermore, targeted campaigns will be designed and implemented to encourage the registration of Somali data processors and controllers, supporting the broader mission of the DPA.

3. Duration: The consultancy will be for an initial period of 8 months, with the possibility of extension based on performance and organizational needs.
Skills and qualifications
3. Selection Criteria: The selection will be based on the candidate’s qualifications, experience, and skills, followed by an interview. To effectively support the operation of the DPA, the consultancy will leverage the consultant’s expertise in marketing, communication, and stakeholder engagement to help the DPA achieve its mission. Candidates interested in the role of Marketing, Communication & Engagement Consultant should possess a combination of relevant education, experience, and skills. The following qualifications are required:
i). A Master’s degree in Marketing, Communication, Public Relations, or a related field (in progress or completed).
ii). Minimum of 5 years of experience in strategic marketing, digital content creation, and public engagement.
iii). Demonstrated ability to lead successful marketing campaigns and stakeholder engagement initiatives.
iv). Strong expertise in social media management, including audience targeting and campaign optimization.
v). Excellent communication, presentation, and training skills in both Somali and English.
vi). Knowledge of data protection and privacy laws is an added advantage.
5. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
6. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
