Background

Wamo Relief and Rehabilitation Services (WRRS) is a Somali national humanitarian and development organization working to support vulnerable and crisis-affected communities through integrated humanitarian and development programming.

WRRS is implementing an integrated emergency health and nutrition project in

Qansax Dheere District, Bay Region

, supporting health and nutrition services through

1 MCH and 3 PHUs

WRRS is seeking a qualified and experienced

Logistics and Procurement Officer

to ensure timely, efficient and compliant procurement and logistics support for project implementation.

Position Purpose

The Logistics and Procurement Officer will be responsible for coordinating procurement and logistics functions to ensure the

timely availability of medicines, medical supplies, equipment and other project materials

required for effective implementation.

The Officer will manage procurement planning, supplier coordination, warehousing, inventory control, fleet coordination, asset management and distribution, while ensuring compliance with WRRS and donor procurement procedures.

H. Coordination and Reporting

  • Develop and maintain project procurement plans in coordination with programme and finance teams.
  • Consolidate procurement requests from project-supported facilities and programme departments.
  • Ensure procurement activities are initiated in a timely manner to avoid interruptions to service delivery.
  • Prepare and process procurement documentation in accordance with WRRS procurement procedures.
  • Ensure procurement processes are competitive, transparent, properly documented and compliant with applicable donor requirements.
  • Support procurement through pre-qualified suppliers and framework agreements where available.
  • Maintain complete procurement files and documentation for audit and compliance purposes.
  • Coordinate with the Finance Officer to ensure procurement commitments and payments are properly tracked.
  • Maintain an updated supplier database and records of pre-qualified suppliers.
  • Coordinate supplier quotations, evaluations, purchase orders and delivery arrangements.
  • Follow up with suppliers to ensure timely delivery and compliance with agreed specifications.
  • Monitor supplier performance and report delays, quality issues or other concerns to management.
  • Support market and price assessments where required.
  • Ensure goods and services received meet approved specifications and quantities before acceptance.
  • Maintain appropriate supplier documentation and procurement records.
  • Ensure proper receipt, inspection, storage and issuance of project supplies.
  • Maintain accurate stock records for medicines, medical supplies, nutrition commodities and other project materials.
  • Conduct regular physical inventory counts and reconcile stock records with physical balances.
  • Monitor stock levels and initiate timely replenishment requests.
  • Maintain appropriate storage conditions and ensure commodities are protected from damage, loss or unauthorized access.
  • Ensure proper documentation of goods received, issued, transferred and dispatched.
  • Monitor expiry dates and apply appropriate stock management principles.
  • Coordinate with facility teams to maintain accurate inventory records.
  • Coordinate the distribution of medicines, medical supplies, nutrition commodities and project materials to the supported facilities
  • Prepare distribution plans based on programme requirements and approved stock requests.
  • Ensure all distributions are properly documented through delivery notes, waybills, goods received notes and other relevant records.
  • Coordinate transportation of supplies from Mogadishu to Qansax Dheere and onward distribution to supported facilities.
  • Monitor supply movements and maintain appropriate tracking records.
  • Coordinate with programme teams to ensure supplies reach facilities according to operational priorities.
  • Support contingency planning for supply chain disruptions and access constraints.
  • Coordinate project-related transportation requirements in accordance with WRRS procedures.
  • Plan transport arrangements for movement of medicines, medical supplies, nutrition commodities and project materials.
  • Coordinate with drivers, transport providers and programme teams to ensure safe and timely movement of supplies.
  • Maintain appropriate vehicle and transport documentation.
  • Monitor transport schedules and identify potential delays or operational constraints.
  • Support cost-effective use of transport resources.
  • Maintain an updated inventory of project assets and equipment.
  • Ensure all project assets are properly tagged, recorded and assigned.
  • Maintain asset registers and supporting documentation.
  • Conduct periodic physical verification of project assets.
  • Report loss, damage, transfer or disposal of assets in accordance with WRRS procedures.
  • Ensure project equipment is appropriately stored, maintained and utilized.
  • Ensure procurement and logistics activities comply with WRRS policies and applicable donor requirements.
  • Maintain complete and well-organized procurement and logistics files.
  • Ensure segregation of duties and appropriate authorization throughout procurement processes.
  • Support internal and external audits by providing required procurement, logistics and inventory documentation.
  • Identify procurement and supply-chain risks and recommend appropriate mitigation measures.
  • Ensure confidentiality and integrity of procurement and supplier information.
  • Work closely with the Health and Nutrition Manager, Health and Nutrition Officer, Finance Officer, MEAL/HMIS Officer and facility teams.
  • Coordinate with programme staff to forecast procurement and supply requirements.
  • Provide regular updates on procurement status, outstanding requests, deliveries and stock levels.
  • Prepare periodic logistics and procurement reports for project management.
  • Immediately escalate critical stock shortages, procurement delays, supplier problems or other risks that could affect service delivery.
  • Participate in project coordination and review meetings as required.

will work closely with the Health and Nutrition Manager, Health and Nutrition Officer, Finance Officer, MEAL/HMIS Officer and other project personnel.

The position will support logistics and procurement requirements across all project-supported facilities and community outreach locations.

  • Bachelor’s degree in Procurement and Supply Chain Management, Logistics, Business Administration, Management, Economics or a related field.
  • Demonstrated professional experience in procurement and logistics, preferably within humanitarian or development organizations.
  • Practical experience in procurement planning, supplier management, warehousing and inventory control.
  • Good understanding of procurement procedures and documentation.
  • Experience managing procurement records, supplier files, purchase orders and delivery documentation.
  • Experience coordinating transportation and distribution of supplies.
  • Good knowledge of inventory and asset-management systems.
  • Strong computer skills, particularly Microsoft Excel and Word.
  • Strong organizational and record-keeping skills.
  • Good written and spoken English and Somali .
  • Ability to work under pressure and meet procurement and delivery deadlines.
  • Experience supporting health and nutrition programmes.
