BACKGROUND
The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by strengthening Somalia's agri-livestock research institutions, extension services, and community institutions to support climate-smart agriculture and livestock practices, improving water availability, rangeland management, animal health services, and strengthening access to markets and value addition.
The Project Development Objective (PDO) is to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia.
The Jubaland State of Somalia is implementing the project through the Ministry of Agriculture and Irrigation in close consultation and collaboration with the
Ministry of Livestock, Rangeland and Forestry (MoLFR)
. The Project Coordination Unit (PIU) supports coordination, Facilitation, and monitoring of project activities.
Scope of Work and Responsibilities
The Livestock Technical Advisor will be a full-time contracted individual assigned to the Project Coordination Unit (PCU) within the Ministry of Agriculture and Irrigation, Jubaland State. The advisor will provide technical support to strengthen livestock production systems, focusing on animal nutrition, fodder development, rangeland management, and animal health, while working closely with the Ministry of Livestock, Rangeland and Forestry.
The Livestock Technical Advisor will be responsible for the following duties:
Prepare regular progress reports aligned with project results framework
- Provide technical advice to the Ministry of Agriculture and Irrigation and work closely with the Ministry of Livestock, Rangeland and Forestry on livestock sector development, particularly fodder production, storage, and marketing strategies
- Support implementation of livestock-related project activities, including feed resource development, animal nutrition, and feed safety
- Develop strategies and guidelines for improving livestock feeding systems and utilization of feed resources
- Support emergency and supplementary feeding interventions in coordination with relevant ministries
- Conduct community consultations on livestock needs and feed systems
- Assist in development of guidelines for mobile veterinary clinics
- Support planning and implementation of animal health and productivity programs in coordination with MoLFR
- Coordinate training programs for extension staff, community animal health workers, and stakeholders
- Participate in technical meetings, prepare reports, and contribute to knowledge products
- Facilitate coordination among Ministries (MoAI, MoLFR), NGOs, and producer organizations
- Support procurement processes related to livestock activities.
- Document best practices, lessons learned, and success stories.
