1. BACKGROUND
The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework to intervene at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by strengthening Somalia's agri-livestock research institutions, extension services, and community institutions to support climate-smart agriculture and livestock practices, improving water availability, rangeland management, animal health services, and strengthening access to markets and value addition.
The Project Development Objective (PDO) is to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia.
The Jubaland State of Somalia is implementing the project through the Ministry of Agriculture and Irrigation in close consultation and collaboration with the Ministry of Livestock, Rangeland and Forestry (MoLFR). The Project Coordination Unit (PIU) supports coordination, Facilitation, and monitoring of project activities.
2. Scope of Work and Responsibilities
The Livestock Technical Advisor will be a full-time contracted individual assigned to the Project Coordination Unit (PCU) within the Ministry of Agriculture and Irrigation, Jubaland State. The selection shall be based on qualifications, experience, and skills of the candidate and followed by an interview. The qualifications and competencies include:
A Bachelor Degree or Master in Veterinary Medicine, Animal Production, Animal Science, or a related field
Minimum of 6 years of experience in livestock production, animal health, or fodder systems, preferably in Somalia
Experience working with pastoral and agro-pastoral communities
Experience in fodder production, feed systems, and rangeland management
Experience in training delivery, extension services, and policy support
Practical experience in project implementation, monitoring and evaluation, and reporting
Strong analytical and technical report writing skills
Excellent communication skills in Somali and English
Strong interpersonal and coordination skills
Good computer skills including Microsoft Office tools

4. REPORTING
The Livestock Technical Advisor will report to the State Project Coordinator, Accountable to DG Ministry of Agriculture and Irrigation as Project Technical Lead, Jubaland State, and will work in close coordination with the Ministry of Livestock, Rangeland and Forestry.
5. Duration of Assignment
The assignment shall be for a period of 12 months, with the possibility of extension based on satisfactory performance.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
