Founded in 1991, Secours Islamique France (SIF) is a national and international solidarity NGO that has worked in France and around the world for over 30 years. SIF acts wherever there are humanitarian and social needs, delivering emergency relief, development programs and advocacy campaigns without proselytism or discrimination.
The SIF Kenya & Somalia Mission was registered in 2012 and currently implements humanitarian and development programs in Education and Child Welfare, Food Security and Livelihoods, and Water, Sanitation and Hygiene (WASH) across Kenya and Somalia.
Position Overview
Based in Mogadishu, the Liaison Manager under the guidance of the Head of Mission builds and strengthens SIF's relationships with institutional donors, humanitarian coordination mechanisms, government authorities, and other key stakeholders in Somalia. The role covers liaison, communication, advisory, advocacy, and reporting functions, and supports the Programme Coordinator and Grant Manager on grant tracking and compliance.
Key Responsibilities
- Identify and engage institutional donors to support funding of SIF's humanitarian programs
- Represent SIF in coordination mechanisms such as the Humanitarian Country Team (HCT), INGO consortia, and cluster groups
- Build and maintain relationships with federal and national government authorities in Mogadishu
- Monitor the legal, regulatory, and political environment and advise the Head of Mission on risks and opportunities
- Negotiate MoUs and agreements with government and other stakeholders
- Compile situation reports on political, humanitarian, and operational developments
- Support advocacy initiatives and donor engagement materials
- Contribute to proposals, concept notes, budgets, and SITREPs
- Maintain the grant tracking database and support pre-award risk assessments and grant compliance reviews
Requirements
- Bachelor's degree in Social Sciences, International Relations, Political Science, Public Administration, Law, Development Studies, or a related field
- Minimum 5 years of professional experience in the humanitarian sector, including at least 3 years within Somalia
- Sound understanding of Somalia's humanitarian coordination architecture, including clusters and donor coordination mechanisms
- Familiarity with Somalia's political, administrative, legal, security, and socio-economic context
- Excellent networking, negotiation, and diplomatic communication skills
- Strong report-writing and oral presentation skills
- Fluency in English and Somali required; French and/or Arabic an advantage
- Proficiency in Word, PowerPoint, Outlook, and internet research
Child Safeguarding
This position involves direct and regular contact with children (Child Safeguarding Level 2) and is subject to criminal record checks and professional reference checks. The successful candidate will be required to comply with SIF's Child Safeguarding Policy and the Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) Policy.
