Assignment Title: Learning & Development Consultant
Engaging Department: Human Resources
Reports To: Director, Human Resources
Duty Station: Hargeisa, with travel to Group subsidiaries as required
Contract Type: Individual consultancy – fixed-term, output-based
Duration: 12 months (indicative – to be confirmed at contracting)
Mode of Engagement: The Consultant is expected to establish and run the function independently
Objective of the Assignment
To design and single-handedly lead the execution of Group-wide learning and development
strategies, systems and programmes that build organizational capability, strengthen leadership
pipelines, and satisfy future capability needs – while building internal capacity so that the function can
continue to operate after the consultancy ends including establishing sustainable leadership and
graduate talent pipelines that support the Group's succession planning and future workforce strategy.
Scope of Work
The Consultant will work independently, without a dedicated L&D team, and will be responsible for
the following:
- Design and lead execution of a Group Learning & Development strategy aligned with business
objectives, since no incumbent L&D function currently exists.
- Develop L&D policies, procedures, and best-practice standards for the Group.
- Independently manage the day-to-day scope of the L&D function during the assignment,
including oversight of training quality control and review.
- Design, establish and implement the Dahabshiil Group Graduate Programme as a structured
early-career talent pipeline, including programme governance, graduate recruitment framework,
rotation plans, learning curriculum, mentoring and coaching framework, performance assessment
methodology, conversion criteria to permanent employment, and annual programme planning
aligned with future workforce requirements.
- Design and implement onboarding, technical capability, leadership development and behavioral
learning programmes, delivering priority training directly where internal capability does not yet
exist. Design high-potential identification tracks, executive coaching frameworks, and successionplanning pipelines.
- Consult Business leaders to identify specific training requirements and priorities.

- Build a roster of subject-matter experts to support training delivery and ensure adherence to
international standards and best practice.
- Measure training effectiveness through feedback, assessment, and performance metrics;
continuously refine programmes based on results.
- Develop and manage the L&D budget in liaison with the Director, Human Resources; oversee
training vendor contracts and ensure cost-effective delivery.
- Oversee implementation of a Group Learning Management System (LMS) and integrate AI-driven
learning tools for scalable, on-demand training.
- Ensure compliance with training procedures and standards; provide regular reports and insights
to senior management on training metrics and trends.
- Develop initiatives that strengthen employee engagement, retention, and a culture of continuous
learning – designed to remain sustainable beyond the consultancy period.
Key Performance Indicators
- Graduate Programme established and approved by Management.
- Successful launch of the first graduate intake within the consultancy period.
- At least 90% of graduates successfully complete the programme.
- Graduate satisfaction score above agreed benchmark.
- Defined percentage of graduates recommended permanent employment based on performance
and workforce requirements.
- Training Effectiveness: average improvement scores in post-training capability assessments.
- Compliance Audit Pass Rate: 100% completion rate for mandatory regulatory and safety training
across all entities.
- Internal Mobility Rate: percentage of leadership vacancies filled by internal talent-bench
candidates.
- LMS Adoption: monthly active usage rates and course completion speeds across all subsidiaries.
- Retention Metric: voluntary turnover reduction among high-potential employees enrolled in
development tracks.
- Knowledge Transfer: designated focal person(s) able to independently operate the L&D function,
confirmed by sign-off at handover.
