Requirements: This position is based in Concern’s Mogadishu office and requires frequent travel to Concern
programme locations across Somalia. The role will provide substantial technical and
operational support for programme oversight and the countrywide rollout of PIMS across
Concern-supported health facilities

Role Purpose: The Information Management Officer – Pharmaceuticals will support the management and
strengthening of pharmaceutical information systems and supply chain data across supported
health facilities. The role will ensure high-quality reporting, improved medicine availability,
and data-driven decision-making, while aligning with national health policies and Essential
Package of Health Services (EPHS) standards. This will be achieved through technical support,
supportive supervision, coordination, and capacity strengthening.
Responsibilities
Digital Pharmaceutical Information Systems and Supply Chain Oversight:
▪ Support the rollout, routine use, maintenance, integration, and continuous improvement of pharmaceutical
information and data management systems across Concern-supported and partner-managed health facilities. These
include PMIS, eLMIS, Last Mile Supply Monitoring systems, DHIS2-linked reporting tools, and other Ministry of
Health-approved digital health and supply chain platforms.
▪ Ensure pharmaceutical and medical supply data are accurately and digitally collected, entered, validated, analysed,
stored, reported, and used in line with Somalia’s national EPHS framework, national health information and supply
chain standards, Concern policies, donor requirements, and applicable data protection and confidentiality standards.
▪ Provide hands-on technical support to health-facility staff, partner teams, Ministry of Health counterparts, pharmacy
personnel, and programme teams on system orientation, data entry, stock reporting, reconciliation, troubleshooting,
and the timely resolution or escalation of system-related issues.
▪ Strengthen the visibility, accuracy, completeness, and accountability of pharmaceutical and medical supply
information by routinely reviewing stock balances, consumption trends, lead times, pipeline status, expiry risks,
redistribution requirements, and facility-level supply needs.
▪ Support last-mile supply monitoring by ensuring that essential medicines, medical supplies, nutrition commodities,
and other priority items are accurately received, recorded, stored, issued, tracked, reconciled, and reported through
approved digital systems and facility-level records.
INFORMATION MANAGEENTS OFFICER –

▪ Analyse pharmaceutical and supply chain data to identify stock-outs, overstocking, unusual consumption patterns,
reporting delays, discrepancies, losses, wastage, and expiry risks, and provide timely recommendations for corrective
action, redistribution, resupply, forecasting, and quantification.
▪ Maintain data integrity, user accountability, system security, confidentiality, and complete documentation of stock
movements across digital platforms, stock cards, bin cards, registers, and other approved facility records.
▪ Support inventory audits, supportive supervision visits, spot checks, and periodic physical stock counts, including
reconciliation of physical stock against digital records and facility documentation. Follow up on compliance with
FEFO/FIFO principles, proper storage conditions, expiry tracking, accurate stock documentation, and corrective
actions.
▪ Regularly assess system functionality, user compliance, data quality, reporting gaps, operational challenges, and user
feedback, and recommend practical improvements to strengthen system usability, performance, supply chain
accountability, rational medicine use, and information use for programme planning and decision-making.
▪ Support the Programme Coordinator in the planning, consolidation, review, and submission of medical and nutrition
commodity requirements by coordinating with health, nutrition, pharmacy, procurement, logistics, partner, and
Ministry of Health teams. Ensure that orders are based on approved quantification, consumption trends, servicedelivery targets, stock-on-hand, lead times, pipeline information, and anticipated programme needs.
▪ Provide the Programme Coordinator with accurate, timely, and analytical information on stock status, order
progress, pipeline gaps, delivery schedules, consumption patterns, redistribution needs, and anticipated shortages.
Support coordination meetings, management decisions, donor reporting, contingency planning, and communication
with partners and government counterparts to strengthen supply chain accountability and continuity of EPHS-aligned
health and nutrition services.
Reporting, Data Analysis and Data Quality audit
▪ Generate routine and ad hoc pharmaceutical and supply chain system reports, including consumption, stock status,
pipeline, expiry, redistribution, stock-out, and last-mile supply monitoring reports.
▪ Triangulate pharmaceutical and supply chain data from PMIS, LMSM, DHIS2, ONA, ODK, facility records, partner
reports, and programme report to verify accuracy, completeness, consistency, and reliability.
▪ Conduct remote system-based data audits to identify missing records, duplicate entries, unusual values, negative
stock balances, unexplained adjustments, and discrepancies between receipts, issues, consumption, and closing
balances.
▪ Coordinate the correction of identified data errors in source documents and digital systems, ensuring that all
amendments are properly documented, verified, and completed within agreed timelines.
▪ Maintain a data-quality issue tracker showing identified errors, required actions, responsible persons, deadlines,
resolution status, and outstanding follow-up.
▪ Analyse pharmaceutical and supply chain information and produce practical recommendations for forecasting,
quantification, procurement planning, stock redistribution, rational medicine use, resource allocation, and EPHSaligned service delivery.
▪ Monitor compliance with reporting schedules, donor requirements, national pharmaceutical management
standards, EPHS expectations, and approved data-management and reporting protocols.
▪ Support the quantification and forecasting of essential medicines, medical supplies, and nutrition commodities using
consumption data, service statistics, stock levels, lead times, programme targets, and anticipated changes in
demand.
▪ Monitor the quality and integrity of stock information by reviewing physical condition, batch numbers, expiry dates,
storage requirements, stock records, and discrepancies, and recommend corrective action for damaged, expired,
substandard, or inaccurately recorded commodities.
Capacity Strengthening and Technical Mentorship:
▪ Design and deliver structured training for health-facility staff, partner teams, Ministry of Health counterparts, and
relevant programme personnel on pharmaceutical information systems, digital reporting tools, data-entry standards,
and stock-management procedures.
▪ Provide ongoing on-the-job coaching and mentorship to improve staff competence in data interpretation, system
stock reconciliation, report preparation, and the use of pharmaceutical information for operational decision-making.
▪ Strengthen the quality of facility-level transaction records by guiding responsible staff to accurately document
medicine receipts, issues, consumption, balances, expiries, losses, adjustments, and redistribution in accordance
with national and organisational requirements.
▪ Develop, adapt, and periodically update user guides, standard operating procedures, job aids, checklists, and other
reference materials to standardise pharmaceutical data-management and reporting practices.

▪ Assess individual and institutional capacity gaps through supervision visits, system-use reviews, data-quality
assessments, and stakeholder feedback, and develop targeted capacity-strengthening and follow-up action plans.
▪ Support Ministry of Health and district counterparts to establish sustainable pharmaceutical informationmanagement practices, including clear roles, routine review mechanisms, knowledge transfer, and alignment with
national EPHS and digital health priorities.
Coordination, Learning and System Strengthening:
▪ Work closely with programme, pharmacy teams, logistics, data management, partner, and MoH teams to ensure
pharmaceutical and supply chain information is effectively used for planning, oversight, and decision-making.
▪ Coordinate with Ministry of Health counterparts, partners, and relevant stakeholders to support alignment of
pharmaceutical information systems with national priorities, EPHS implementation, supply chain standards, and
digital health frameworks.
▪ Participate in relevant coordination meetings, technical working groups, review forums, and partner discussions to
share supply chain updates, system performance findings, key risks, and recommended actions.
▪ Support effective communication between field teams, partners, facility staff, district health teams, and Concern
country-level teams on medicine availability, stock risks, reporting gaps, and required follow-up actions.
▪ Conduct regular field visits to assess the functionality, utilisation, and performance of pharmaceutical information
systems and supply management practices at facility and partner level.
▪ Promote a culture of data use, accountability, transparency, and continuous improvement across Concern-supported
health and nutrition programmes.
▪ Support the gradual institutionalisation of digital pharmaceutical information systems within partner and
government-supported service delivery structures, with a focus on sustainability, local ownership, and stronger
health systems.
▪ Contribute to learning and adaptation by documenting trends, system-use challenges, stock management issues, and
successful practices that can inform programme improvement and future system strengthening.
▪ Support the Programme Coordinator in promoting continuous learning and quality improvement by documenting
best practices, lessons learned, implementation challenges, and innovations in pharmaceutical information
management and supply chain systems. Contribute to the analysis of programme performance, dissemination of key
findings, facilitation of learning sessions, and integration of lessons learned into programme planning, system
strengthening, and continuous improvement.
