BACKGROUND:

Job Purpose:

The ICCM+ Nurse Supervisor is responsible for overseeing the implementation

and quality of Integrated Community Case Management (ICCM) services within

Wanlaweyn district. The position provides technical supervision and

mentorship to Community Health Workers (CHWs), Community Volunteers

(CVs), and Auxiliary Nurses to ensure effective management of common

childhood illnesses, timely referrals, community health promotion, immunization

support, and disease surveillance activities. The ICCM Nurse Supervisor is

also responsible for data management, reporting, supply chain monitoring,

vaccine management, and sharing program performance information with the

Health and Nutrition Officer to support evidence-based decision-making and

quality service delivery.

The ICCM+ Nurse Supervisor is responsible for providing technical and clinical

supervision to Community Health Workers (CHWs) implementing Integrated

Community Case Management (ICCM+) services. The role ensures quality,

timely, and standardized delivery of primary health care services at community

level, including management of childhood illnesses such as malaria,

pneumonia, and diarrhea, as well as nutrition screening and referral.

The position strengthens community-based health systems by ensuring

effective supervision, mentorship, reporting, supply chain follow-up, and

linkage between community-level services and health facilities.

Main Duties &

Responsibilities

Program Supervision and Service Delivery

  • Supervise and support CHWs and Auxiliary Nurses implementing ICCM

activities.

  • Ensure quality assessment, treatment, referral, and follow-up of children

under five suffering from pneumonia, diarrhea, malaria, malnutrition, and

other common childhood illnesses.

  • Conduct regular supportive supervision visits and monitor adherence to

national ICCM+ and IMCI guidelines.

  • Support implementation of outreach services, health promotion

activities, and community-based disease surveillance.

  • Ensure timely referral and follow-up of severe and complicated cases.

Capacity Building and Mentorship

  • Train, mentor, and coach CHWs and Auxiliary Nurses to improve

technical knowledge and service quality.

  • Conduct refresher training and on-the-job coaching sessions.
  • Identify performance gaps and develop capacity-strengthening plans.
  • Support onboarding and orientation of newly recruited CHWs.
  • Facilitate practical learning sessions on case management, referral, and

community health practices.

Monitoring, Reporting, and Data Management

  • Support CHWs in data recording, reporting tools, and basic data

interpretation.

  • Contribute to routine health information system (HIS) reporting and

analysis.

  • Collect, compile, verify, analyze, and submit accurate weekly, monthly,

and quarterly program data and reports to the Health and Nutrition

Officer.

  • Ensure accuracy and completeness of ICCM registers, referral records,

supervision reports, and reporting tools.

  • Monitor key performance indicators and provide regular updates on

achievements, challenges, and service gaps.

  • Immediately report disease outbreaks, unusual health events, stock

shortages, and critical incidents to the Health and Nutrition Officer.

  • Support data quality assessments and utilization of data for program

improvement.

Medical Supplies and Stock Management

  • Monitor availability and utilization of essential ICCM+ medicines,

diagnostic tools, supplies, and reporting tools.

  • Support forecasting, requisition, and distribution of essential

commodities.

  • Ensure proper storage, stock management, and reporting of supplies at

community level.

  • Prevent stockouts through timely reporting and coordination with supply

chain teams.

  • Maintain accurate stock records and ensure proper storage and

inventory management.

  • Prepare and submit timely requests for medicines, medical supplies,

and program commodities.

  • Track consumption patterns and prevent stock-outs and expiries.

Vaccine and Outreach Support

  • Coordinate vaccine requests and monitor vaccine utilization during

outreach activities.

  • Support routine immunization services in eligible children in the target

locations.

  • Monitor vaccine handling, cold chain practices, and outreach

immunization performance.

  • Ensure accurate reporting of immunization activities and coverage data.

Community Engagement and Coordination

  • Collaborate with community leaders, health committees, local

authorities, and health facilities.

  • Support community mobilization and health education activities.
  • Promote positive health-seeking behavior and strengthen referral

linkages between communities and health facilities.

  • Facilitate community feedback and accountability mechanisms.
  • Promote accountability, transparency, and community trust in health

service delivery.

  • Ensure respectful, inclusive, and culturally appropriate engagement with

communities.

Safeguarding and Compliance

  • Ensure compliance with SHACDO policies, safeguarding standards, and

donor requirements.

  • Promote child protection, PSEA, confidentiality, and beneficiary dignity.
  • Report safeguarding concerns through established organizational

procedures.

Qualifications & Requirements

Qualifications • Bachelor’s degree in nursing, Public Health, or a related health field.

  • Minimum of three (3) years of experience in ICCM, IMCI, Primary Health

Care, EPI, or humanitarian health programming.

  • Experience supervising CHWs and community-based health programs.
  • Knowledge of Somalia's health system and Ministry of Health

guidelines.

  • Experience working in humanitarian or rural health settings is an

advantage.
