Job Description

Save The Childrens International, based in Mogadishu, is looking for an experienced Humanitarian Analyst to fill an open position. TITLE: Humanitarian Analyst

TEAM/PROGRAMME: Humanitarian Team

LOCATION: Mogadishu

GRADE: 3 CONTRACT LENGTH: 2 year

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a

week or more) or intensively (e.g. four days in one month or more or overnight) because they work country

programs; or are visiting country programs; or because they are responsible for implementing the police

checking/vetting process staff.

ROLE PURPOSE

The Humanitarian Context Analyst is a key member of the Humanitarian team within the Somalia Country

Office, responsible for collecting information, monitoring humanitarian developments, analyzing data, and

producing timely contextual and analytical reports to support evidence-based decision-making by the Senior

Leadership Team and programme teams.

The role holder will provide regular analysis on humanitarian trends, conflict dynamics, displacement, climate

risks, food security, access constraints, public health risks, and operational developments across Somalia to

support emergency preparedness, response planning, risk management, and strategic decision-making.

The Humanitarian Context Analyst will work closely with the Humanitarian team, Area Offices, Technical

Specialists, EVIDENCE/LEARNING, Programme teams, and the Context Analysis and Foresight Unit

(CAFU), a global technical network coordinated through Save the Children’s Crisis Anticipation and Response

structures.

The role holder will support the development of humanitarian situation reports, early warning updates, risk

analysis, emergency assessments, briefing notes, and other analytical products required to strengthen

organizational preparedness and response capacity. The position will also contribute technical analysis and

contextual information to humanitarian planning, proposal development, advocacy, and response

prioritization processes led by relevant senior leadership.

In addition, the role holder will support collaboration and information sharing with humanitarian stakeholders,

peer agencies, and relevant government institutions, including providing technical support to the Somali

Disaster Management Agency (SoDMA) where appropriate to strengthen national humanitarian analysis and

preparedness capacities.

The role holder is expected to maintain strong analytical standards, ensure timely dissemination of quality

information products, and contribute to strengthening Save the Children’s humanitarian preparedness and

response capacity in Somalia. In the event of a major humanitarian emergency, the role holder may be

required to work outside normal working hours and adapt responsibilities to support emergency response

priorities.

Save the Children operates across all zones in Somalia and currently has three main area offices and

additional 11 field offices. Programmatically Somalia is a large Country Office with more than $100 million

annual budget and staff over 450 staff.

ROLE PROFILE

KEY AREAS OF ACCOUNTABILITY

Humanitarian Context Monitoring and Analysis

  • Monitor humanitarian, political, security, climate, displacement, food security, public health, and

operational developments across Somalia through reliable national, regional, and international

information sources.

  • Collect, analyze, and synthesize information and data to produce timely, accurate, and high-quality

analytical reports to support evidence-based decision-making by the Senior Leadership Team and

programme teams.

  • Provide timely humanitarian analysis and advisory support to Country Office and Area Office teams

on emerging risks, early warning indicators, and potential crises, helping to inform preparedness,

anticipatory action, and operational decision-making.

  • Produce regular and ad-hoc humanitarian situation reports, analytical briefs, early warning updates,

alerts, trend analyses, and scenario-based assessments.

  • Lead the preparation and coordination of the Country Office monthly humanitarian report for both

internal and external audiences.

  • Conduct conflict, stakeholder, access, risk, and humanitarian trend analysis to support preparedness,

response planning, and operational decision-making.

  • Monitor emerging risks, shocks, and contextual developments to support timely anticipatory actions

and response prioritization.

Humanitarian Preparedness and Reporting

  • Lead the development, review, and regular update of the Emergency Preparedness Plan (EPP),

contingency plans, and humanitarian early warning mechanisms in collaboration with the

Humanitarian team and relevant departments.

  • Support the Head of Humanitarian in preparedness planning, humanitarian response coordination,

programme prioritization, and emergency response management through quality contextual analysis

and reporting.

  • Prepare humanitarian alerts, flash updates, briefing notes, and emergency analytical products during

sudden-onset crises and humanitarian emergencies.

  • Support the Humanitarian team in tracking humanitarian developments and operational risks across

all areas of operation.

  • Contribute analytical inputs and contextual information to humanitarian proposals, donor updates,

advocacy messaging, and response planning processes.

  • Information Management and Coordination
  • Ensure timely dissemination of humanitarian analysis and information products to relevant internal

stakeholders across the Somalia Country Office and Save the Children movement.

  • Work closely with Area Offices, EVIDENCE/LEARNING, Technical Specialists, Programme teams,

and Information Management functions to strengthen data quality, analysis, visualization, and

reporting systems.

  • Support coordination and information sharing with humanitarian stakeholders, inter-agency platforms,

and relevant government institutions where appropriate.

  • Work closely with the Context Analysis and Foresight Unit (CAFU) and contribute to organizational

humanitarian analysis and foresight initiatives.

Government and Technical Support

  • Support technical collaboration and information sharing with the Somali Disaster Management Agency

(SoDMA) and other relevant institutions to strengthen humanitarian analysis, preparedness, and early

warning capacities where appropriate.

  • Provide technical and methodological support related to humanitarian analysis, contextual monitoring,

forecasting, and information products as required.

  • Support evidence generation and analysis to strengthen Save the Children’s humanitarian positioning,

preparedness, and response capacity in Somalia.

Humanitarian Response Support

Qualifications & Requirements

QUALIFICATIONS

  • Bachelor’s degree in Humanitarian Affairs, International Relations, Political Science, Development

Studies, Conflict Studies, Social Sciences, Statistics, Data Analysis, or other relevant field.

EXPERIENCE AND SKILLS

Experience

  • Minimum of 5 years’ relevant experience in humanitarian analysis, context analysis, information

management, emergency preparedness, humanitarian reporting, or related humanitarian

programming.

  • Proven experience in collecting, analyzing, and synthesizing humanitarian, political, security, climate,

and operational information into clear analytical products for senior management decision-making.

  • Experience in developing humanitarian situation reports, alerts, analytical briefs, early warning

products, Emergency Preparedness Plans (EPPs), and contingency planning documents.

  • Experience supporting humanitarian response planning, preparedness, and operational decisionmaking in complex humanitarian contexts.
  • Strong understanding of the Somalia humanitarian, political, security, and displacement context.
  • Experience working with INGOs, government institutions, humanitarian coordination platforms, or

donor-funded programmes is desirable.

  • Experience in information management, data visualization, and humanitarian reporting systems is an

added advantage.
