Job Description Job summary : The HR and Admin Officer provides essential administrative and operational support across all HR functions. This role assists with recruitment and selection processes, employee onboarding and offboarding, support performance evaluation, and support professional development activities. Additionally, the Officer contributes to the smooth operation of country office by coordinating meetings, maintaining records, and welcoming visitors in a professional manner. - Recruitment of national staff o Under the supervision of the Country Admin, manage the full recruitment lifecycle, from drafting job descriptions and posting advertisements to interviewing and selecting candidates. o Work with hiring managers to ensure transparent and effective hiring processes, including references and background checks. o Support Administration in that staff recruitment is done according to the safe-recruiting process o Coordinate orientation and induction programs for new staff to familiarize them with the organization's mission, values, and policies, including safeguarding. - HR administration for local staff o Supervise the regular compiling of attendance sheet, and supervise the update of holiday & permits follow up. o Support Administration for payroll processing in coordination with the finance department o Support Country admin supervision, employment contracts, social insurance registrations, and other legal documentation. o Support Administration that contracts are regularly registered by the competent authorities and those taxes and social insurance are deducted and deposited according to national tax regulation - Performance management and development o Support the implementation of performance management processes, including objective setting and appraisals. o Coordinate learning and development initiatives, including training needs assessments and arranging internal or external training sessions. o Assist supervisors in identifying development needs and creating capacity-building plans for their teams. o Maintain and update employee records, personnel files, and HR databases in compliance with organizational policies, donor requirements, and local labor laws. - Employee relations and staff welfare o Assist with the onboarding of new staff and volunteers, helping them get familiar with colleagues and office procedures. Facilitate the acquisition of CESVI assets from the Log Dept., Prepare the ID card as per CESVI procedure. o Serve as a first point of contact for employee inquiries, providing advice on HR policies and procedures. o Help manage and resolve disciplinary and grievance issues, acting as an impartial mediator. o Support staff welfare by organizing social events, managing medical and pension benefits, and promoting a positive work environment. - Donors’ Audit and Expenditure verification and Country Audit for registration o Support the organization of all Donor’s Audit requests and Expenditure verification in coordination with Administration, according to CESVI external audit procedure o Support the organization of the Country Audit needed for the registration in coordination with Administration. - Logistic & office management o Participate in logistical arrangements for internal meetings and workshops. o Facilitate productive management/staff meetings by taking minutes and following up on action items. o Support the organization of Board meetings, including the preparation and distribution of reference documents. o Receive and distribute visitors, incoming telephone calls and general emails. o Support filing, data entry and drafting of general correspondence as required - Compliance and Accountability o Ensure all HR activities adhere to donor requirements, ethical standards, local laws and organizational policies. - Office administration and organization: o Serve as the primary point of contact for the office, greeting visitors and managing incoming and outgoing phone calls and correspondence. o Maintain an up-to-date and accessible database of key contacts for staff, stakeholders, and partners. o Manage and organize the office's physical and digital filing systems for incoming and outgoing correspondence, including serial number, date, receiver, and content. o Any other tasks assigned by HoM in line with the current JD Essential requirements Degree in administrative assistance, human resources or a similar field of study Work experience in a similar position (minimum 2 years, 3 years preferred) Strong organizational and time management skills; good attention to detail Excellent communication and interpersonal skills; ability to maintain confidentiality and provide and receive constructive feedback Excellent English skills (spoken and written) Advanced computer skills, including proficiency in Microsoft Office Ability to type quickly and accurately. Experience in generating accurate and timely minutes Proactive and creative approach to problem solving Flexibility to adapt to changing needs and ability to handle stress Fluency in spoken and written English and Amharic; proficiency in Oromiffa is highly desirable. Willingness to travel to project sites, often in remote areas. Familiarity with institutional donor requirements and reporting standards is an advantage. Excellent organizational, time management, and multitasking skills. Strong interpersonal skills to work across teams and with diverse stakeholders.
