Background
Wamo Relief and Rehabilitation Services (WRRS) is a Somali national humanitarian and development organization working to support vulnerable and crisis-affected communities through integrated humanitarian and development programming.
WRRS is implementing a sustainable development and resource management project in Afmadow District, Lower Juba, aimed at strengthening livelihoods, resilience and sustainable management of natural resources among vulnerable communities.
As part of the project, WRRS will provide market-oriented vocational and entrepreneurial training to vulnerable adults, including women, young people and persons with disabilities. Training will cover areas including agriculture, tailoring, carpentry and entrepreneurship/business management, complemented by practical learning, work placements, competency assessment, certification, mentoring and market access support.
WRRS is therefore seeking a qualified and experienced Head of Vocational Training Centre to lead the coordination, management and quality assurance of the vocational training component.
Position Purpose
The Head of Vocational Training Centre will provide overall coordination and operational leadership for the project's vocational training programme.
The position will be responsible for ensuring effective planning and scheduling of training activities, coordination and supervision of trainers, participant registration and attendance, quality assurance, practical learning, certification and coordination with relevant project staff and stakeholders.
The position will also ensure that vocational training is market-oriented, inclusive, practical and aligned with relevant vocational training guidance, including coordination with the Jubaland line ministry. The project proposal specifically assigns the vocational training management function responsibility for coordinating trainers, training schedules, registration, attendance, certification, practical learning and apprenticeships.

Key Responsibilities
A. Vocational Training Centre Management and Coordination
•
Lead the day-to-day management and coordination of the vocational training centre.
•
Develop and maintain training schedules, course plans and training calendars for different participant intakes.
•
Coordinate the delivery of vocational and entrepreneurial training programmes for 500 project participants.
•
Coordinate training in tailoring, carpentry, agriculture and entrepreneurship/business management.
•
Ensure effective utilisation of classrooms, workshops, training equipment and other centre resources.
•
Ensure that training activities are delivered according to approved workplans, schedules and quality standards.
•
Maintain effective communication and coordination among trainers and project staff.
•
Ensure that the training centre provides a safe, inclusive and conducive learning environment.
B. Trainer Management and Supervision
•
Coordinate, supervise and support vocational trainers and facilitators working at the centre.
•
Develop and communicate training schedules and trainer assignments.
•
Ensure trainers have appropriate training materials, manuals, tools and other resources required for effective delivery.
•
Monitor trainer performance and provide constructive feedback and technical support.
•
Identify gaps in training delivery and recommend appropriate corrective measures.
•
Facilitate coordination among trainers from different technical disciplines to ensure consistency and quality across the training programme.
•
Promote appropriate teaching methodologies that respond to different education and learning levels of participants.
C. Training Delivery and Quality Assurance
•
Ensure that vocational training programmes are delivered in accordance with approved curricula, manuals and syllabuses.
•
Coordinate training programmes comprising approximately 20–30 training days, depending on the occupational field.
•
Ensure training content responds to identified labour-market and livelihood opportunities in Afmadow and surrounding areas.
•
Promote practical and competency-based learning approaches.
•
Ensure that entrepreneurship components cover areas such as pricing, bookkeeping, cost calculation, financial planning, quality control and basic business management• Monitor the quality and relevance of training content and delivery.
•
Ensure that training is appropriately linked to practical application and income-generating opportunities.
D. Participant Registration, Attendance and Certification
•
Coordinate transparent registration and enrolment of eligible training participants.
•
Maintain accurate participant records and training documentation.
•
Ensure systematic recording and monitoring of participant attendance and completion.
•
Coordinate the preparation and administration of competency assessments.
•
Support standardised assessment of participants' practical skills and readiness for economic activities.
•
Coordinate certification of participants who successfully complete the required training and assessment processes.
•
Ensure complete and accurate documentation of training completion and certification.
E. Practical Training, Apprenticeships and Work-Based Learning
•
Coordinate practical training phases, apprenticeships, work placements and workplace-based learning opportunities.
•
Work closely with the Work Placement Coordinator to identify suitable businesses, craft enterprises, agricultural enterprises and service providers.
•
Ensure that practical learning objectives and responsibilities are clearly established with placement partners.
•
Monitor participant progress during practical training and work placements.
•
Identify and address challenges affecting the quality or effectiveness of workplace-based learning.
•
Maintain constructive relationships with private-sector and business partners supporting practical learning.
•
Ensure that practical training strengthens participants' ability to apply their acquired skills in real-world working environments.
F. Coordination with Project and External Stakeholders
•
Work closely with the Project Manager, Livelihood Officers, MEAL team and other technical staff.
•
Coordinate with the Jubaland Ministry of Education and relevant authorities on vocational training matters.
•
Ensure appropriate use of relevant government training manuals, syllabuses and technical resources.
•
Coordinate with local businesses, service providers, agricultural enterprises and other private-sector stakeholders.
•
Participate in project planning, review, learning and coordination meetings.
•
Support linkages between vocational training, entrepreneurship, market access and income-generating activities.
•
Maintain effective relationships with relevant stakeholders to strengthen the sustainability and institutionalisation of vocational training.
G. Inclusion, Gender and Safeguarding
•
Promote inclusive access to vocational training for women, young people, internally displaced persons and persons with disabilities.
•
Ensure that training facilities and approaches are safe and accessible to participants with different needs.
•
Promote gender-sensitive and non-discriminatory training practices.
•
Support measures that reduce barriers to participation, including flexible training arrangements and appropriate learning approaches.
•
Ensure compliance with WRRS safeguarding, PSEA, protection and code of conduct requirements.
H. Monitoring, Reporting and Learning
•
Maintain accurate training records, attendance registers, participant databases and certification records.
•
Provide timely training data and information to the MEAL team.
•
Monitor progress against vocational training targets and agreed indicators.
•
Prepare regular updates and reports on training implementation, achievements, challenges and corrective actions.
•
Document lessons learned, good practices and recommendations for improving vocational training delivery.
•
Contribute to project reports, reviews, assessments and evaluations.
