Position: Head of Compliance, Risk Management and Monitoring,

Evaluations, Assessment, and Learning (MEAL)

Reports to: Executive Director

Location: Mogadishu, Somalia – 30% field travel

To strengthen institutional governance and ensure effective programme quality and

accountability, DEH seeks to recruit a highly qualified and experienced Head of Compliance,

Risk Management and MEAL to lead the organization’s compliance, risk, safeguarding,

monitoring, evaluation, accountability, and learning function

POSITION SUMMARY:

The Head of Compliance, Risk Management and MEAL is a senior leadership position

responsible for establishing and maintaining a robust organizational framework for

compliance, risk management, accountability, safeguarding, and evidence-based decisionmaking.

The position will provide strategic oversight to ensure that DEH operates in full compliance

with donor regulations, internal policies, national legislation, and humanitarian standards

while promoting a culture of transparency, accountability, continuous learning, and ethical

conduct.

The role is also responsible for strengthening Monitoring, Evaluation, Accountability and

Learning (MEAL) systems, ensuring programme quality, supporting organizational learning,

and facilitating data-driven management decisions.

ESSENTIAL JOB FUNCTIONS:

A. Compliance, Governance and Internal Audit (40%)

Compliance Framework Development

  • Lead the development, review, and implementation of DEH’s compliance framework,

policies, procedures, and internal control systems.

  • Ensure compliance with donor regulations, contractual obligations, Somali legal

requirements, and international humanitarian standards.

  • Promote a culture of ethics, accountability, and integrity throughout the organization.

Internal Audit and Assurance

  • Develop and implement annual risk-based compliance and audit plans.
  • Conduct periodic compliance reviews across programmes, finance, procurement,

logistics, human resources, and partnership management.

  • Monitor implementation of audit recommendations and corrective action plans.

Donor Compliance

  • Review grants, contracts, sub-grants, and partnership agreements to ensure

compliance with donor requirements.

  • Support programme and support departments in understanding and adhering to

donor regulations.

  • Lead donor compliance assessments and preparedness for external audits.

Fraud Prevention and Investigations

  • Strengthen anti-fraud systems and controls.
  • Manage whistleblowing and confidential reporting mechanisms.
  • Lead or coordinate investigations into allegations of fraud, misconduct, corruption,

conflicts of interest, and policy violations.

  • Ensure investigation findings are documented and corrective actions implemented.

B. Risk Management and Organizational Resilience (20%)

Enterprise Risk Management

  • Establish and maintain an organization-wide risk management framework.
  • Develop and regularly update the organizational risk register.
  • Identify strategic, operational, financial, programmatic, safeguarding, security, and

reputational risks.

Risk Monitoring and Mitigation

  • Ensure risk mitigation plans are developed and implemented.
  • Monitor emerging risks and provide regular updates to the Executive Director and

Senior Management Team.

  • Support departments in integrating risk management into planning and decisionmaking processes.

Safety and Security Oversight

  • Supervise the Risk and Safety Officer.
  • Ensure implementation of DEH Security Management Plans (SMPs), Standard

Operating Procedures (SOPs), and emergency response protocols.

  • Monitor security developments and support risk-informed programming.

C. Monitoring, Evaluation, Accountability and Learning (MEAL) (25%)

MEAL Systems Strengthening

  • Provide strategic leadership for the design and implementation of organization-wide

MEAL systems.

  • Ensure all projects have clear results frameworks, indicators, monitoring plans, and

data collection tools.

  • Strengthen digital data collection and management systems.

Monitoring and Evaluation

  • Oversee baseline studies, assessments, evaluations, surveys, and research activities.
  • Ensure data quality, reliability, and integrity across all programmes.
  • Support evidence-based programme adaptation and improvement.

Accountability to Affected Populations (AAP)

  • Establish and strengthen Complaints and Feedback Mechanisms (CFM).
  • Ensure communities have safe, accessible, and responsive channels for feedback

and complaints.

  • Monitor closure rates and responsiveness of feedback systems.

Organizational Learning

  • Lead learning reviews, after-action reviews, and reflection workshops.
  • Promote documentation of lessons learned, best practices, and success stories.
  • Support knowledge management and institutional learning initiatives.

D. Safeguarding and PSEAH (10%)

Safeguarding Leadership

  • Provide strategic oversight to the organization’s safeguarding systems.
  • Ensure compliance with safeguarding and protection policies.

PSEAH Oversight

  • Supervise the PSEAH Officer.
  • Strengthen prevention and response mechanisms related to Sexual Exploitation,

Abuse, and Harassment.

  • Ensure survivor-centred approaches and confidentiality are maintained.
  • Coordinate mandatory safeguarding and PSEAH training for staff and partners.

E. Leadership and Strategic Management (5%)

  • Provide strategic advice to the Executive Director and Senior Management Team on

compliance, risk, safeguarding, and MEAL matters.

  • Prepare periodic reports and dashboards for senior leadership and the Board of

Directors.

  • Lead, mentor, coach, and develop departmental staff.

QUALIFICATIONS

AND

EXPERIENCE:

Essential:

  • Bachelor’s Degree in Law, Monitoring and Evaluation, Public Health, Business

Administration, Finance, Accounting, Risk Management, International Development,

or a related field

Desirable:

  • Master’s Degree in Compliance, Governance, Public Administration, Risk

Management, Monitoring and Evaluation, Public Health, Business Administration, or

a related discipline.

Professional Experience

  • Minimum of three (3) years of progressively responsible experience in Compliance,

Internal Audit, Risk Management, MEAL, Governance, or related fields within

humanitarian or development organizations.

  • Demonstrated experience managing donor-funded programmes.
  • Experience conducting compliance audits and investigations.
  • Experience managing organizational risk management systems.
  • Experience establishing and managing accountability and feedback mechanisms.

Technical Competencies

  • Strong knowledge of donor regulations and compliance requirements.
  • Knowledge of humanitarian standards including CHS, Sphere, Core Humanitarian

Standard, and Accountability Frameworks.

  • Familiarity with monitoring and evaluation methodologies and digital data collection

platforms such as Kobo Toolbox, ODK, CommCare, and Power BI.

  • Strong analytical, investigative, and report-writing skills.

LANGUAGE REQUIREMENTS

Essential:

  • Excellent written and spoken English.
  • Fluency in Somali.
