We have an exciting opportunity for a Global Partnership & Capacity Building Coordinator position within the Performance & Accountability department based at HQ.

Align Partnership framework and tools with the Core Humanitarian Standard of Quality and Accountability, ensuring that best practice in relation to partnership is implemented.

Main Responsibilities
β
Partnership Strategy and Policy:
β
o
Develop Partnership Strategy that guides HA to promote accountable and equitable partnership with local actors operating on the ground
o
Review and refine HAβs Partnership Policy and Manual for field offices that meet the requirements of the sector standards.
o
Work with the CHS coordinator to ensure the Policy is aligned to the Core Humanitarian Standard of Quality and Accountability.
o
Develop HAβs internal capacity of partnership, including development of partnership self-assessment toolkit, partnership capacity building and identification of new potential partners.
o
Support the dissemination and implementation of partnership policies and tools. This will include ensuring that our policies are made accessible and conveyed to all levels of staff.

Partnership Due Diligence:
β
o
Upgrade due diligence processes in collaboration with relevant departments to further strengthen ways in which HA operates through partnership.
o
Facilitate and coordinate the due diligence process with respect to the existing partners and potential partners as required, including through appropriate screening, support review of partnership capacity analysis and to analyse risks associated with HAβs projects.

Capacity Building and Training:
o
Guide the Programme Department to deepen their capacity of partner monitoring and capacity building.
o
Conduct capacity assessment and develop capacity building plans for all implementing partners in collaboration with Programme Department, Global MEAL and the Safeguarding Teams.
o
Establish Partner Working Group with implementing partners across the regions to facilitate sharing learning among the partners.
o
Ensure that gaps are identified in the due diligence process and coordinate with relevant departments for the timely, quality implementation of the plans.
o
Promote and identify ways of continuous learning between HA staff and partners across different country offices.
o
Work with implementing partners to monitor safeguarding and due diligence and provide support as required.

CHS Compliance:

o
Collaborate with Quality and MEAL Principal Advisor and CHS Coordinator to integrate technical and CHS capacity sharing approaches including how HA can learn from local partners.
o
Develop effective methods to ensure partners understand and meet the CHS requirements in its application.
