Job Description Job description Horn of Africa Center for Peace (HACP) Terms of Reference (TOR) Position: Gender Based Violence (SGBV) Manager Project: Somalia Empowering Women through Education and Skills – “Rajo Kaaba” Implementing Organization: Horn of Africa Center for Peace (HACP) Funding Partner: Federal Government of Somalia – Ministry of Education, Culture and Higher Education (World Bank Funds) Duty Stations: Galmdug state of Somalia Position Overview: Horn of Africa Center for Peace (HACP) is seeking experienced TVET specialist Experts for the “Rajo Kaaba” Project. The GBV Expert will provide technical leadership in integrating gender and GBV prevention and response across education and TVET interventions. The expert will ensure that programs are designed and implemented in a gender-responsive and protective manner, with a focus on safeguarding learners, especially girls and women, from violence, exploitation, and abuse. Key Responsibilities Lead the integration of GBV prevention and response components into Non-Formal Education and TVET program design, implementation, and monitoring frameworks. Ensure all project activities adhere to GBV guiding principles (confidentiality, safety, respect, and non-discrimination). Support the development of age-appropriate and culturally relevant GBV-sensitive life skills and protection modules. Provide technical input for inclusion of survivor-centered approaches in education and skills training programs. 2. Capacity Building and Training Design and deliver GBV training for teachers, TVET trainers, program staff, and community mobilizers.Somali cuisine and recipes Strengthening the capacity of service providers on GBV case management, referral pathways, and psychosocial first aid. Support community-based structures (e.g., child protection committees, youth clubs, and women’s groups) in GBV prevention and awareness. 3. Case Management and Referral Mechanisms Develop and maintain confidential and effective referral systems for GBV survivors in coordination with protection actors. Collaborate with local protection and health service providers to ensure safe and survivor-centered support for affected individuals. Train staff and community actors on safe and ethical identification and referral of GBV cases. 4. Advocacy, Awareness, and Community Engagement Lead community sensitization campaigns address harmful gender norms, early marriage, SGBV, and barriers to girls' education. Facilitate the development of school- and center-based codes of conduct, complaint response mechanisms, and gender clubs. Promote male engagement in GBV prevention and support gender equality in education and livelihoods training. 5. Monitoring, Evaluation, and Reporting Develop GBV-sensitive indicators and contribute to data collection tools that capture gender-disaggregated and protection-related data. Track progress, document lessons learned and generate case studies on gender and GBV mainstreaming in TVET and education. Contribute to donor reporting, technical briefs, and internal program reviews.
