Role Overview
This position sits within a livelihoods programme supporting Internally Displaced Persons (IDPs),
refugees, and host communities across Somalia. The Fisheries and Dairy Value Chain Expert will lead
the design and implementation of market-oriented livelihood interventions, providing technical
guidance across the fisheries and dairy sectors to strengthen value chains, build local capacity, and
improve economic outcomes for vulnerable populations.
The Expert will work closely with producer groups, government counterparts, NGO partners, and
private sector actors, ensuring all programming is conflict-sensitive, gender-responsive, and aligned
with durable solutions frameworks.
Technical Competencies
Fisheries Value Chain
Knowledge of the full fish value chain: production, harvesting, processing, preservation, and marketing.
Experience in aquaculture systems and fisheries-based enterprise development.
Understanding of fish quality control standards, cold chain management, and food safety
requirements.
Dairy Value Chain
Sound knowledge of dairy production systems, including animal husbandry, feed management, and milk processing.
Experience supporting dairy cooperative development and milk collection and aggregation systems.
Familiarity with dairy product quality assurance protocols and private sector market linkage approaches.
Value Chain & Market Systems Development
Ability to design and conduct comprehensive value chain assessments and market analyses.
Skill in identifying systemic bottlenecks and value-addition opportunities within agricultural value chains.
Experience developing viable business models, investment cases, and market linkage strategies. Track record supporting producer groups, cooperatives, and small and medium enterprises (SMES).

Key Responsibilities
Lead fisheries and dairy value chain assessments, including market studies, actor mapping, and bottleneck analyses.
Design, plan, and oversee the implementation of livelihood interventions targeting IDPs and host community members in the fisheries and dairy sectors.
Facilitate beneficiary access to inputs, appropriate technologies, financial services, and output markets.
Establish, register, and strengthen producer groups, cooperatives, and SMES - providing ongoing mentorship and capacity-building support.
Address; HQ, KM5, Hodan District, Mogadishu - Somalia.
Develop and manage strategic partnerships with private sector actors, government ministries, and
development partners to deepen market integration.
Develop work plans, budgets, and donor progress reports; monitor project performance indicators
against targets.
Document lessons learned, best practices, and case studies to inform programme learning and
adaptation.
Ensure all interventions apply conflict-sensitive, gender-responsive, and inclusive approaches,
with particular attention to women, youth, and persons with disabilities.
Promote sustainability and market orientation throughout the project cycle, including exit strategy
planning.
Project Management Skills
Demonstrable experience in project planning, implementation, monitoring, and evaluation
(PM&E) within humanitarian or development contexts.
Ability to develop detailed work plans and budgets and produce high-quality narrative reports for
institutional donors.
Strong stakeholder coordination skills, including facilitating multi-actor platforms and building
coalitions across public, private, and civil society actors.
Experience designing and delivering participatory training and capacity-building programmes for
community groups and partner staff.
Social and Humanitarian Competencies
Solid understanding of displacement dynamics, resilience programming frameworks, and durable
solutions approaches for IDPs and refugees.
Proven ability to apply Do No Harm, conflict-sensitive, and gender-responsive programming
principles in complex, fragile environments.
Experience engaging respectfully and effectively with vulnerable populations, including women,
youth, and persons with disabilities.
Adaptability and composure in challenging field environments; strong cross-cultural
communication skills.
Communication Skills
Excellent written English; proven ability to produce high-quality technical reports, proposals, and
presentations for diverse audiences.
Strong facilitation and training delivery şkills for both community and professional audiences.
Fluency in English is required; working knowledge of Somali is highly desirable for projects based
in Somalia.
Preferred Knowledge: Somalia and East Africa
Familiarity with Somalia's fisheries and livestock sectors, including regulatory frameworks and
key market actors.
Prior working relationships with relevant government ministries, local NGOs, and international
development partners operating in Somalia.
Understanding of local market dynamics, climate-related risks affecting agriculture and fisheries,
and community-based livelihood approaches in the region.
