Background

The

Somali Payment Switch (SPS)

is the national retail payment infrastructure, facilitating real-time clearing and settlement of transactions across Somali financial institutions. SPS ensures interoperability and efficiency in the country's financial system, enabling inclusive and secure digital financial services.

To support its expanding operations and ensure strong financial governance, SPS is seeking a qualified

Finance Officer

to join its team.

Position Summary

The Finance Officer is responsible for maintaining accurate and complete financial records, processing authorized financial transactions, performing reconciliations, supporting budgeting and financial reporting, and ensuring compliance with SPS financial policies, applicable tax requirements and accounting standards. The position supports timely management decision-making and protects SPS assets through effective financial controls and proper documentation. In addition, he/she will provide essential support to the Finance and Administration Department, encompassing financial operations, record management, administrative duties, and compliance assurance.

This role requires strong organizational and analytical skills and a solid understanding of finance and administration functions within a professional setting. The officer will ensure high standards of financial control and administrative efficiency, contributing to the organization’s operational goals.

Key Responsibilities

Financial Management and Support

1.

Perform daily accounting tasks, including record-keeping, monitoring expenses, and ensuring timely processing of transactions.

2.

Assist in the preparation of monthly financial and management reports, ensuring accurate financial records are maintained.

3.

Manage petty cash and perform monthly reconciliation of cash and bank accounts.

4.

Ensure all financial transactions are well-documented, authorized, and compliant with internal policies.

5.

Prepare payroll monthly and ensure compliance with statutory deductions and tax obligations.

6.

Support the Head of Finance in tracking budgets, providing updates to align with financial goals, and assisting with operating budget preparation.

Administrative and HR Management Support

1.

Manage office supplies and logistics to maintain an efficient and organized working environment.

2.

Support procurement activities, including vendor selection, contract documentation, and invoice verification.

3.

Maintain organized records of contracts, agreements, and administrative documents in adherence to organizational policies.

4.

Support payroll management, timesheet keeping, and tracking staff attendance.

5.

Assist in recruitment by coordinating interviews, managing personnel records, and facilitating staff training and induction programs.

Compliance and Risk Management

1.

Ensure adherence to SPS financial policies and procedures, assisting with audits and compliance checks as required.

2.

Contribute to risk management by implementing financial controls and ensuring compliance with accounting standards and internal control systems.

3.

Contribute to business continuity processes support.

4.

Ensure data protection and confidentiality controls are implemented effectively

Reporting and Documentation

1.

Prepare monthly and quarterly administrative and financial reports for the Head of Finance and Administration’s review in line with the standards, policies and procedures adopted by SPS including but not limited to the IFRS and IAS

2.

Maintain comprehensive filing systems for financial, administrative, and regulatory documents, ensuring accessibility and compliance with record-keeping standards.

Stakeholder and Internal Collaboration

1.

Facilitate clear communication with internal and external stakeholders regarding financial and administrative matters.

2.

Support other departments by providing essential administrative and financial assistance as needed.

Additional Duties

1.

Perform other tasks assigned by the Head of Finance and Administration to support departmental and organizational objectives.

2.

Engage in continuous professional development and commit to the annual professional development requirements.

Qualifications

and Experience

Bachelor’s degree in finance, Business Administration, or related field.

ACCA, CPA, or equivalent certification or accounting qualification is desirable.

Minimum of 2 years of experience in finance or administrative roles, preferably in a financial institution.

Knowledge of Somali tax laws and accounting standards.

Working knowledge and skills in using ERP systems and accounting software packages.

Proficiency in MS Office and especially with an advanced skill level in using MS Excel and Word.

Able to professionally communicate in English and Somali languages.

Excellent written and verbal communication skills.

Detail-oriented with strong organizational abilities.

Proficiency in financial reporting, budgeting, and record-keeping in line with the IFRS.
