POSITION OVERVIEW

Duudahab Investment Ltd is seeking a highly qualified ESIA & RAP Specialist to lead the preparation, review, and monitoring of Environmental and Social Impact Assessments (ESIAs) and Resettlement Action Plans (RAPs) for infrastructure and development projects. The Specialist will ensure compliance with national environmental regulations and international safeguard standards, including World Bank Environmental and Social Framework (ESF) and IFC Performance Standards.

KEY RESPONSIBILITIES

Technical Assessment & Planning • Lead and manage preparation of ESIA, ESMPs, RAPs, Livelihood Restoration Plans (LRPs), and related safeguards instruments for project components. • Conduct environmental & social screening, studies, socio-economic surveys, stakeholder mapping, and public consultations. • Ensure preparation of safeguard instruments in compliance with donors’ requirements such as World Bank ESF, IFC Performance Standards, and applicable national legislation. Stakeholder Engagement & Field Coordination • Facilitate stakeholders’ engagement and community consultations, public hearings, and engagement with national and local authorities, and relevant private sector stakeholders. • Support grievance redress mechanisms and documentation of community feedback. Implementation & Monitoring • Monitor implementation of ESMPs and RAPs during project execution, ensuring compliance with safeguards and mitigation measures. • Conduct field supervision, compliance checks, and prepare periodic monitoring reports. 1 Reporting & Capacity Strengthening • Prepare high-quality technical reports, compliance documentation, and safeguard monitoring tools. • Provide training and technical support to project teams, implementing partners, and stakeholders on environmental and social safeguards.

Qualifications & Requirements

QUALIFICATIONS & EXPERIENCE

Education

  • A minimum of a Master’s degree in Environmental Science, Social Sciences, Sociology, Development Studies, or a related field is required.

Professional Experience

  • 5–10 years of progressive experience in ESIA and RAP preparation for infrastructure or major development projects. • Proven track record in socio-economic surveys, community consultations, and stakeholder facilitation in rural or challenging contexts. • Proven experience in World Bank funded projects. Attach a copy of previous ESIA and RAP reports you have done for similar projects. • Experience in Somalia and/or Somaliland is a strong advantage. • Experience in ESIA and RAP for roads is an added advantage. Standards Knowledge • Demonstrated technical understanding of the World Bank Environmental and Social Framework (ESF) and IFC Performance Standards. • Familiarity with national environmental and resettlement laws, policies, land acquisition regulations, and international best practices. Skills • Excellent report writing, analytical, and documentation skills. • Strong communication, stakeholder engagement, and facilitation skills. • Proficiency in data analysis and use of relevant software tools. Languages • Fluency in English is essential. • Knowledge of local Somali languages is desirable
