Data Infrastructure and Innovation Expert

Scofield Associates is urgently seeking a consultant for a short-term engagement with a client. The consultant will support ongoing work on data ecosystems, digital transformation, and innovation systems. Role overview The consultant will provide technical input on data infrastructure, innovation strategy, and digital governance. The role involves analysis, design, and advisory support across public and private sector stakeholders. Required qualifications Master’s degree in data science, statistics, computer science, innovation management, public policy, digital transformation, technology policy, business management, or a related field. Minimum of 7 years of professional experience in the design, implementation, and evaluation of innovation strategies within data ecosystems and the digital economy. Experience in developing country contexts. Proven work on data infrastructure projects, including data platforms, cloud computing solutions, and interoperability systems. Strong skills in data modeling, data analysis, and digital transformation initiatives. Experience designing and delivering capacity-building programs for government, the private sector, and civil society on data governance, digital infrastructure, and innovation ecosystems. Ability to advise on policy frameworks that support data-driven innovation, digital entrepreneurship, and value creation from data assets. Excellent communication skills in French and English. Certifications in design thinking, digital innovation, or emerging technologies are an advantage. Key tasks Review the client’s current data ecosystem and identify gaps and opportunities. Provide guidance on data infrastructure needs covering platforms, standards, and interoperability. Support the development of innovation strategies that strengthen digital value creation. Produce technical notes and recommendations for policy and program improvements. Contribute to capacity building materials and training sessions when required. Participate in meetings with the client and provide structured feedback. Deliver outputs within agreed timelines. Deliverables Technical assessment of the data ecosystem. Recommendations on data infrastructure, innovation strategy, and governance. Capacity-building materials and advisory notes as required. End of assignment report.
